ATM and MET Coordination In accordance with Annex
3 and Annex 11, ATC and MET shall coordinate and
each document has a list of information and data
that shall be supplied by one to the other. Doc
9377 Manual on Coordination Between ATS/AIS and
Aeronautical Meteorological Services provides
guidance information to ensure mutual
understanding in the provision of necessary
information to aeronautical users.

  • There are a few anomalies between the ICAO
    documents that are standard reference material.
  • With more aircraft being equipped with
    sophisticated systems to improve the efficiency
    of flights and the implementation by ATM of new
    procedures to provide the most expeditious and
    environmentally friendly flightpaths, there is a
    need for meteorological authorities to provide
    timely and accurate information to meet the users
    new requirements.

SURFACE WIND
Annex 3 para. 4.6.1 The mean direction of the
surface wind as well as significant variations
shall be reported in degrees true Doc 4444 para.
11.4.3.2.3 Note Information on surface wind
direction provided to ATS units by the associated
meteorological office is referenced to degrees
true North. Information on surface wind direction
obtained from the ATS surface wind indicator and
passed to pilots by ATS units is given in degrees
magnetic.

VISIBILITY
Annex 3 para.4.6.2.2 . . . when local routine
and special reports are used for arriving
aircraft, the visibility observations for these
reports should be representative of the touchdown
zone of the runway. Doc 4444 para. 6.6.4
(c) The current visibility representative of the
direction of approach and landing.

should be representative of conditions along the

Annex 3 para. 4.6.2.3 For METAR and SPECI, the
visibility observation should be representative
of the aerodrome. Annex 11 para. 4.3.6 The
meteorological information shall be extracted
from the local meteorological routine or special
report.

Annex 11 para. 4.3.6.1 (c) the preparation and
dissemination of the ATIS message shall be the
responsibility of the air traffic services.

Doc 9377 para.3.6.3 In the CNS/ATM environment
many of the flight information services carried
out at present using continuous broadcasts,
general calls or directed transmissions from the
appropriate ATS unit, will be replaced by data
link services. Two specific data link services
have already been developed for meteorological
information, which will require coordination
between ATS and meteorological authorities
concerned D-VOLMET and D-ATIS.

Doc 9377 para. 4.1.3 Note 2 In some States
selected ATS personnel may also assume
responsibility for the manual insertion into the
automatic meteorological observing
stations/systems at aerodromes of data and
phenomena that cannot be observed satisfactorily
by the automatic system in use.
