  activity
• 10 or greater decrease in scope
• Change in Target Area
• 10 or greater change in budget among approved
  activities

What is a substantive amendment?

• New or amended Target Area
• Elimination of approved activities
• Significant change in scope
• Adverse impact on beneficiaries

What is required for a substantive amendment?

• Public hearing
• Modify post award public briefing notice

What must be included in amendment request?

• Cover letter from Chief Elected Official
• Public hearing notice and copy of minutes
• Narrative describing change (remember to discuss
  total project (not just specific activities not
  just CDBG funded portion)
• Letter from engineer
• Revised map
• Revised forms 2, 6, and 8

• Describe the impact on match and leverage
• Update environmental review
