2What is Results-Oriented Monitoring?
- The systematic and continuous collecting,
analyzing and using of information for the
purpose of management and decision-making -
- A service provided to the project stakeholders
for transparency - An independent performance assessment of project
implementation at a given point in time, which is
carried out against a set of 5 criteria - A facilitator for good project management
- An early-warning system for stakeholders while
corrective action can still be made.
3Objective of the ROM System
- Project management tool ensures that projects
remain on course to reach their objectives - Transparency tool supports reporting to the
Member States, the European Parliament and the
Council of the EU - Support programming ensures feedback from
project implementation to subsequent project
design - Analysis tool a standard approach which allows
the European Commission to have comparable data
across all regions.
4Principles of Monitoring
- Monitoring must be
- Independent - free of bias and of influence from
key actors - Participatory - involving stakeholders and
beneficiaries - Constructive - providing conclusions and
recommendations - Timely - regular or at certain stage of
implementation - Transparent - promoting a dialogue.
5What type of EU assistance is monitored?
- All national projects / Regional programmes above
1 million Euro - A sample of small projects
- A sample of ex-post projects
- Additional requests by the Contracting Authority,
e.g. TEMPUS, IBPP, CBC, EIDHR etc.

- Potential Sustainability (likelihood of continued
flow of benefits after external funding ends) -
8MONITORING MAIN CRITERIA
- Relevance and quality of design
- Adequacy of project objectives to Governmental
policies, Partnership and Cooperation Agreements,
actual needs of target groups. - Are objectives clearly formulated?
- Is the intervention logic observed (results?
SO? OO)? - Are expected achievements of OO, SO and results
- defined by measurable indicators?
- How well has the project adapted to the real
situation and allocated resources properly to
achieve the planned objectives?

- Efficiency
- How well have the available inputs been
transformed via activities into outputs and
results within the planned time(input output
ratio) - Effectiveness
- Current degree of project achievements or the
extent to which the project purpose (SO) has been
achieved(requires an assessment of the
indicators of benefitsincludes an assessment on
how much assumptions and risks have affected
project achievements and if benefits are received
by the planned beneficiaries)

- Impact (prospects)
- The effect of project results on the wider
environment as stated in the Overall Objective. - Potential Sustainability
- The likelihood of continued flow of benefits
after external funding ends.

- Scores flag the successes and/or problems of a
particular criterion or of the entire project at
different levels - A The related criterion is going extremely
well, better than planned. - B The related criterion is on target standard

TARGET/ AS PLANNED - C The related criterion has some problems some
corrective action is needed. - D The related criterion has serious
deficiencies. Urgent corrective action is
required if the project is to meet its purpose
and objectives.
