area. Start with one corps in each urban area - Develop a way to train specifically for urban

officers, but people with passion/calling to a

- Most SA officers do not live in urban community
they serve - Lack of longevity of officers in urban centers
negatively affects our ministries - Lack of strong, empowered local leadership. Lack
of intentional, systematic training for local
leaders, potential leaders - Community perception that were (SA) outsiders
- SA urban ministries in decline
- Overtime social services and the spiritual have
been separated in urban corps - THQ/DHQ leadership is challenged by what an urban
ministry really needs - Programs being evaluated in CAC are not what is
needed in urban setting. No one cares bout the
large programs that dont count to TSA - No clear scorecard for urban ministries success
