• At the Bristol Ministerial Informal Meeting in
  December 2005 Ministers recalled the conclusion
  of Warsaw Summit in May 2005 that
• effective democracy and good governance at all
  levels are essential for creating sustainable
  communities where people want to live and work,
  now and in the future and
• Endorsed elements and principles of effective
  democracy and good governance.

• Elements of effective democratic governance.

• Effective citizen participation through both
  representative and appropriate forms of
  participatory democracy
• Decisions and actions to be taken at the right
  level be it the neighbourhood, local, city,
  regional, national or European
• Effective leadership of place to create a
  vision of the place, given the communitys
  acceptance of it, and secure its delivery.
• High standards of conduct, skills, and
  communications

• Leadership and Governance Issues to address
• Coherent devolution doing the right thing at
  the right level region, city, local authority,
  neighbourhood.
• Strong leadership with clear accountability
  experience shows this is vital to success.
• Cities are all different one size does not fit
  all.
• Stronger co-ordination and governance in which
  policy areas will this help.
• Leadership and accountability arrangements
  commensurate with the powers on offer to whom
  would powers be devolved,
• - how will this make sense to the citizen in
  the street.
