Strategy 2000
- GOAL Meet the needs of people today without
compromising the ability of future generations to
meet their needs - Canada is committed to enhancing community
sustainability through - The use of partnerships as a strategy for
delivering results - Promotion of pollution prevention approaches
- Work on eco-efficiency and transferring of
environmental technologies
4Clean, Green and Healthy, A Plan for an
Environmentally Sustainable Toronto
- GOAL The City of Torontos environment,
community and economy should be healthy vibrant
should meet the needs of today without
compromising the ability of future generations to
meet their needs.
5Clean, Green and Healthy(Contd)
- Recommended actions for the City
- Pollution Prevention Planning
- Sewer Use By-Law
- Clean Air
- Climate Change and Ozone Depletion
- Energy Efficiency
- Education Outreach
6MINISTRY OF THE ENVIRONMENT SMOG
- Smog Green House Gas reduction initiative
7Toronto Region Sustainability Program Objectives
- Improve sustainable practices and environmental
performance of small and medium manufacturing
enterprises (SMEs) in Toronto Region - Achieve reductions in Smog, toxics, hazardous
wastes energy water consumption through
pollution prevention eco-efficiency - Transferable program platform for pollution
prevention, eco-efficiency community based
sustainability
8Role of OCETA
- Delivery Agent Not for Profit/Private Sector
- Design develop program
- Act as catalyst
- Integrate and manage varied inputs of program
stakeholders develop partnerships - Market, manage and deliver program
- Act on behalf of client
9Barriers Facing Small Medium Manufacturers
- Difficulty in accessing financing
- Existing financial burden (debt to equity/balance
sheet) - Concerns regarding return-on-investment/payback
- Capital used elsewhere (production, expansion)
- Focus on short-term priorities
- Limited time expertise to consider process
operational efficiency improvements - Limited ability to withstand interruption of
production to implement changes to production
design and processes - Overall risk avoidance
- Lack of technical knowledge of opportunity
10How OCETA Addresses Barriers
- Use existing information and data
- Build on existing programs, mechanisms create
partnerships - Create action oriented program
- Help solve the financing problem

Protection Act (CEPA) and Canada Ontario
Agreement (COA) toxics and moving to zero
generation of toxic wastes 10 - Companies actively engaged in pollution
prevention planning assessments 20
13Industrial Sector AnalysisToronto Region
- Chief concerns in Toronto
- Smog formation
- Sewer use - toxics
- Objectives
- Find the industries having maximum impact on air
and water quality and land. Priority - Air Emissions - VOCs, NOx, Particulate
- Toxic substances (CEPA), Hazardous Wastes
- Sewer Discharges (toxics)
- National Pollutant Release Inventory (NPRI)

Canadian Centre for Pollution Prevention (C2P2) - Ontario Ministry of the Environment (MOE)
- Smog, Green House Gases, Hazardous Waste
- Human Resources Development Canada
- Training, On-site job placement
21Toronto Sustainability P2 Planning
- 1. P2 Assessment
- Qualified consultants identify root causes of
priority wastes emissions (toxics, Smog,
hazardous) recommend technology, process
operating practice improvements - 2. Credit Facility
- Financing recommendations made for equipment
process changes - 3. Training
- Follow-up P2 training available for companies
22Energy Efficiency Innovation Program EEI
Audits
- 1. Facility Audit and Assessment
- Qualified engineering consultants identify
energy, water and material use improvements - 2. Credit Facility
- Financing recommendations made for high-return
investment projects, with repayments based on
cost savings achieved
23Energy Efficiency Innovation Program
Operational Results
- 1. Company Participation
- Over 50 companies participating
- Ontario-wide coverage
- 2. Implementation
- Over 90
- Return on investment lt 1 year to 3 years
- Capital projects 20K to 1.2M
- Average annual GHG emission reduction 1,250
tonnes per SME
24Facility P2 PlanningP2 Training
- OCETA plans to work with facilities that have
undertaken P2 Assessments for access to P2
training sessions tailored to SMEs. - P2 training builds capacity of facilities to
undertake P2 planning independently in future.
25Facility P2 ImplementationCredit Facility
- OCETA will work with company to access its own
credit facility or bank, or to gain access to the
Business Development Bank of Canada, for capital
to pay for equipment process changes - Company would repay loan based on actual cost
savings achieved from process changes retrofits
26P2 Planning Company Costs Commitment
- Pay 4K or 50 of the cost of the facility audit
- Other 50 paid by Toronto Sustainability Fund
- Commitment to implement high-return, capital
investment opportunities - Openness to provide information and data to
pollution prevention consultant (confidential
basis)
27P2 Planning Benefits to Participants
- Meet Mandatory P2 Planning Requirements
- Avoid need to report toxic emissions wastes
- Demonstrate due diligence
- Reduce/avoid costs (material losses, treatment,
waste management, compliance, liability),
increase profitability productivity preserve
capital asset value - Enhance access to credit facility
- Reduce worker health safety risks
- Demonstrate environmental excellence public,
associations, government, customers, suppliers
