  • Tabletop Exercise

Tabletop Objectives
  • Demonstrate the activation and use of the
    Incident Command System.
  • Identify additional campus mitigation and
    preparedness needs.
  • Provide input for continued emergency operations
    planning.

Tabletop Processes
  • A scenario and update statements will be used to
    generate discussion of probable response actions.
  • Participants will provide situational responses
    based on established procedures and plans. The
    Emergency Operations Plan is available for
    reference. Other than maps and diagrams, no
    additional materials will be provided.
  • The exercise will conclude with development of
    action steps needed to support future mitigation
    and preparedness efforts.

Ground Rules
  • This is not a test of current capabilities and
    plans. It is a discussion of probable responses
    to a hypothetical emergency and consequent
    cascading events.
  • The exercise will be an open dialogue. All ideas
    and input are welcome.
  • Finger pointing is not acceptable. There will be
    no GOTCHA.
  • One person speaks at a time.
  • The scenario will be accepted as is. However, the
    facilitator may make modifications at her
    discretion.
  • No hypothetical resources are available.

Exercise Guidelines
  • Respond based on your knowledge of your
    department plans and capabilities.
  • Discuss and present multiple options and possible
    solutions.
  • Be aware that each phase will not have complete
    resolution. Any issues that cannot be resolved
    within a reasonable period of time will be tabled
    as an after-action item.
  • If more information is needed, ask.
  • Assume any agencies that are requested are
    initiating their response plans.

Date Time
  • It is a cold Thursday, just prior to the week of
    final examinations. A mens basketball game is
    in progress.
  • One campus police officer is scheduled for
    athletic security at the game. There is another
    patrol officer on campus completing normal,
    routine patrol duties. The college president
    sometimes attends basketball games, but he is he
    is out of town on college business.
  • The mens team has done well this season and is
    expecting a real challenge from this competitor.
    The gym is filled to capacity, and its an
    emotional game.

  • What, if any, are the potential issues of
    concern?
  • Should there be a college administrator present?
    If so, whom?

DateTime
  • It is near half-time. The (HOME) team has done
    well throughout the game, but its still
    considered anybodys win. Suddenly, a disturbance
    breaks out in the middle of the seating area,
    near the bottom of the stands. A loud crack is
    heard, which sounds like gun fire. The crowd
    panics and bolts.
  • The lone officer is unable to reach the area of
    the disturbance. He does see what he thinks is
    the suspect, a white male in a black leather
    coat, running toward the southwest door of the
    gym and eventually out of the gym.
  • The officer turns finally reaches the area of the
    disturbance, he discovers that a child of has
    been struck by an apparent stray bullet. The
    child appears to be critically wounded. He radios
    the campus patrol officer and activates the EMS
    system.

  • The campus patrol officer requests assistance
    from the XXX County Sheriffs Office to start a
    search for the suspect at the main campus and to
    help identify witnesses in the crowd that is
    still milling about the gym.
  • The college gym is now a crime scene and is
    closed to all except law enforcement
    investigators and responding emergency medical
    personnel.
  • The media have begun to arrive.

  • What does the university administrative team need
    to do?
  • How will faculty, students and staff be notified
    of this event?
  • Where will the media be located and who will
    speak to them?
  • Does a campus closure need to be called? Whos
    authorized to do this and when? If the campus is
    closed, how long will it remain closed?
  • How does this situation effect final
    examinations?
  • What are the long term consequences of this event
    and how will they be addressed? Whos responsible
    for what?
  • Could this event have been prevented by a metal
    detector? What issues are raised by this kind of
    screening?
  • Other concerns?
