Why is geographical information (GI) important to
UK plc?
  • 100 billion of economic activity is
    underpinned by geographical data
  • Source Oxford Economics Research
    Associates report Sept 1999

3
Why is geographical information (GI)important to
UK Government?
  • 80 of data held by government contains a
    geographical element
  • Geography serves as a common thread to join
    together diverse information
  • G-Government underpins E- Government

4
Improving the business of Government how can
GI help?
  • Better informed decision making
  • Better communication with citizens
  • Better communication between departments
  • Better problem solving
  • More efficient use of resources

5
What sort of questions can GI help answer ?
  • What is at?
  • Where is it?
  • What has changed here...?
  • Which is the best way to?
  • What is the pattern?

6
To make informed decisions, we have to gather the
right information. using the best data available
from all sources.
7
Planning for tomorrow...
... should be based on an accurate picture of
today
8
Issues affecting citizens...
happen in places
9
Joining up data at all levels
TN5 1QQ
10
Joining up data by common location reference (e.g
TOID or UPRN)
Address e.g. linked to a UPRN
Building e.g. linked to a TOID
All the data are explicitly cross referenced by
the connections to single reference numbers
11
Relationships among Datacan be built once and
then used many times
Framework Data
Other Thematic Data
12
What are the barriers to Government effectively
exploiting GI?
  • Data are too often collected for specific uses
within a single organisation, complicating its
    use for others
  • Poor awareness of standards with consequent lack
of commonality in the way geodata is managed
  • Poor awareness of what data is available i.e.
    metadata
  • Perceived high costs of obtaining mapping data
and particularly detailed large scale products
  • Perceived technical barriers to using specialist
    software tools (Geographical Information Systems
    (GIS)

13
How do we overcome these barriers?
  • For both framework and thematic data adopt the
build once/use many times within Government
    approach
  • Fully exploit standards that link data together
    in a common framework
  • Fully exploit the Ordnance Survey Pan-government
SLA and the support placed around it by AGI, IGGI
    and Ordnance Survey
  • Take advantage of central provision of entry
level services such as Maps on Tap

14
Geographical information strategy Have you got
one?
  • Since 80 of government data contains a
    geographical element then it follows
  • No information strategy is complete without
    significant reference to geographical information
