INTRODUCTION
4Objectives Methodology
- US SAILING is conducting a research initiative to
measure the attitudes and impressions of Offshore
sailors across the country in order to gain
insight on how to better serve theses sailors in
the future. - Data was collected using online
self-administered questionnaires. Invites to the
survey - were distributed throughout US SAILING
electronic newsletters, and among nationwide - PHRF fleets.
- In total 739 surveys were completed between
October 3rd 2008, and November 3rd - 2008.
- The data collected was analyzed in total and
among different sub-groups with significant - differences highlighted in this summary report
. - NOTE This research was collected specifically
among those with an interest in Offshore - sailing, therefore, this study is not a
representation of the total of US SAILING - membership.

EXECUTIVE SUMMARY
6Executive Summary
- Sailing Involvement / Interests
- Interest with racing was varied among
respondents with two-thirds (66) of the total
and 71 of US SAILING members reporting an
involvement in Frequent in-shore racing, and
nearly half (48/49) of both groups reporting
an involvement in Casual day sailing. - Six out of ten respondents (59) reported being
involved in both cruising and racing while only
one-third (33) reported an involvement in only
racing. - The majority reported being most likely to
race under a handicap and in a mixed fleet.
Over three-quarters (78) reported participating
in around-the-buoys races, and over two- thirds
(67) in offshore distance / point to point
races. - Respondents exhibited a high passion towards
Handicap / mixed fleet racing, with over
one- quarter (27) reporting their most interest
to be in offshore distance / point-to-point
racing and two out of ten (21) in
around-the-buoys racing.
7Executive Summary
- Of those who race, two-thirds (65) reported
owning an offshore boat(s). - The vast majority of those owning offshore
boats reported having a PHRF rating (95). - Four out of ten racers (39) reported
ownership of a Small dinghy or skiff, while
nearly one- quarter (23) reported ownership of
a Small keel or sport boat.
Racing Profiles
- Over seven out of ten racers (71) reported
primarily to be the helmsman rather than crew. - Among racers, nearly nine out of ten (89)
reported racing under PHRF in the past two years.
Nearly one-third (31) reported racing under
IRC.

- PHRF racers were most satisfied with PHRFs
Ease of use, (76), followed by Cost, (73). - PHRF racers also found that Books of
handicaps, listed by regions and boat types and
an Online database of high / low / medium PHRF
handicaps for more then 4,000 boats to be the
most relevant services provided by US SAILING
(88 each). - Nearly three-quarters of all respondents (73)
felt that PHRF handicap books are a relevant
service provided by US SAILING and over one-half
(51) reported being either somewhat or very
satisfied with them. - PHRF racers were most likely to report PHRF
Handicap books as being relevant (84), and
were also most likely to display high levels of
satisfaction (59). They were followed by US
SAILING members (77 relevant, 54
satisfaction). - Two-thirds of all respondents (65) and
three-fourths of PHRF racers (75) felt that the
PHRF fleet support is a relevant service
provided by US SAILING and roughly one-half (47)
reported being either somewhat or very satisfied
with this service. - Highest response to PHRF fleet support was
among PHRF racers (75 relevant, 53 satisfied)
followed by US SAILING members (68 relevant,
50 satisfaction).

- Nearly three out of ten PHRF racers felt that
Issuing U.S. Sail numbers of offshore boats is
a relevant service provided by US SAILING (29),
and one-quarter of them reported being very
satisfied with this service (25). - In general, no less than seven out of ten of
all respondents felt that the products and
services provided by US SAILING for PHRF sailors
and fleets were relevant to them. - Six out of ten of both US SAILING members
and PHRF racers displayed the highest
satisfaction with the overall level of the
products and services provided by US SAILING to
PHRF and offshore sailors (60 each). - Among all respondents, nearly eight out of
ten felt that an Online database of High / Low /
Medium PHRF handicaps for more than 4,000
boats, is a relevant service provided for PHRF
sailors and fleets (78). - PHRF racers were most likely of all to find
relevancy in Common rig dimensions of production
boats, (80),and an Online database of
critical hull and rig dimensions for handicaps of
over 5,000 boats, (82).

- Over one-half (51) of IRC racers reported to be
either somewhat or very satisfied with the IRCs
Rating fairness, followed by its Ease of use,
(35). - IRC racers were most likely to report IRC
rating certificates as being a relevant product
provided by US SAILING (89), and over eight out
of ten (81) reported being either somewhat or
very satisfied with this product.
Portsmouth Yardstick Services
- Over one-half (54) of racers under a Portsmouth
Yardstick handicap reported being either
somewhat or very satisfied with the its Rating
fairness. - Over one-fifth of all respondents (22) felt
that the Support and updates for Portsmouth
Yardstick fleets are a relevant service provided
by US SAILING, and roughly one-sixth (15)
displayed a high level of satisfaction towards
it.

very satisfied with ORRs Rating fairness
(52) and its Ease of use, (33). - Nearly all (93) ORR racers felt that ORR
rating certificates are a relevant product
provided by US SAILING, and over three-quarters
(77) reported being either somewhat or very
satisfied with this US SAILING product.
IMS Services
- IMS racers were most likely to report ORC
International rating certificates as being a
relevant product provided by US SAILING (53),
and over four out of ten (41) reported being
either somewhat or very satisfied with this US
SAILING product.

- PHRF racers were most likely of all to
display a high satisfaction with their rules
Ease of use, (76). - Those respondents racing under Portsmouth
Yardstick were most likely of all to report
being either somewhat or very satisfied with
their Rating fairness (54), followed by ORR
racers (52).

(73) felt that PHRF handicap books are a
relevant product provided by US SAILING, and
over one-half of all respondents reported being
either somewhat or very satisfied with this US
SAILING product (51). Those respondents racing
under PHRF were most likely to display high
satisfaction with US SAILING in this area (59),
followed by US SAILING members(54) - Two-thirds of all respondents (65) felt
that the PHRF fleet support is a relevant
service provided by US SAILING, and nearly
one-half reported being either somewhat or very
satisfied with this US SAILING service (47). - Those respondents whose sailing involvement
includes both cruising and racing were most
likely to find Issuing U.S. Sail numbers of
offshore boats to be a relevant service
(62), and one-half (50) reported being either
somewhat or very satisfied with this service.

US SAILINGs services surrounding their
particular rule to be most relevant and were
generally most satisfied with them. - Nearly six out of ten (57) ORR racers felt
that Issuing ORR rating certificates is a
relevant product provided, and over
three-quarters reported being either somewhat or
very satisfied with this service (77). - IRC racers were most likely to report IRC
rating certificates as being a relevant service
(89), and over eight out of ten (81) reported
a high level of satisfaction with this service. - IMS racers were most likely to report ORC

relevant product provided by US SAILING (53),

- The majority of all respondents felt that
The sanctioning of safety-at-sea seminars is a
relevant service provided by US SAILING for
offshore sailors (83) with IMS racers most
likely to feel this way (94). - Three-quarters of all respondents (74) felt
the US SAILING Performance packages is
relevant to them with IMS racers (94) being
most likely to report relevancy. - Two-thirds of all respondents (66) felt that
Race optimization packages are a relevant
product, with IMS racers most likely to report
relevancy (88). - Nearly two-thirds of all respondents (65)
felt that the ISAF Offshore Special Regulation
Guidelines are a relevant product with IMS
racers being most likely to report relevancy
(91). - Over six out of ten of all respondents (62)
felt that Capsize studies are relevant
products provided for offshore sailors, with
nearly three-quarters of IMS racers reporting
relevancy (67).

that A FastNet Race Inquiry is a relevant
service provided for offshore sailors with IMS
racers (62) being most likely to report
relevancy. - Nearly one-half of all respondents (47)
reported that a Summary of Optimum Ocean
Current Crossings is a relevant service, with
the highest reported relevancy from those who
cruise (81).

- Six out of ten among all respondents (59)
reported that they would be either somewhat or
very interested in an online tool that would help
them determine the accuracy of ratings between
themselves and their competitors. ORR racers
(86) were most likely to display a high
interest in this tool. - It appears that the most logical price point
for this tool falls at approximately 25 dollars
with nearly three-fourths (73) willing to spend
at least this much to have access to this
information. - Across all different ratings, IRC racers (43)
and IMS racers (42) would be most willing to
spend 100 or more on this service.

- Eight out of ten respondents reported
belonging to a Private yacht club, (80),
while three-quarters reported being members of
US SAILING, (75). - Of those respondents who are not currently
members of US SAILING, over one-third reported
the chances of them joining US SAILING to be
either somewhat or extremely strong (35). - Non US SAILING members were most likely to
state Lack of tangible benefits as their
reason for doing so (38), while one-third were
not members because it was Not a requirement
for the type of sailing / racing that they do,
(33). - Two-thirds of US SAILING members (65) have
reported to have been so for 10 or more years. - The most popular reason for for membership
was identified as Support for the sport (49),
followed by Support of race and rules
administration (43).

Value for cost of membership (51). - In general, US SAILINGs Web site content
was the highest rated service among those
tested, with 52 claiming to be either somewhat
or very satisfied. - Value for cost of membership was found to
be rated highest among ORR (63) and IMS (62)
racers, and among US SAILING members (62). - Following the above, the Communications of
US SAILING was also reported highly overall
(49) with IMS (65), IRC (59), and ORR (58)
racers most likely to report being either
somewhat or very satisfied. - Apart from non US SAILING members, nearly
all displayed a high satisfaction in US
Sailings Web site design and navigation (47
overall).
