5What is SES?
- Under No Child Left Behind, SES is
- An arrangement for the provision of supplemental
education services for students of low-income
families. - Tutoring and other supplemental academic
enrichment services that are in addition to
instruction provided during the school day. - High quality, research-based, and specifically
designed services geared towards increasing the
academic achievement of eligible children on the
state assessment. - Assistance in helping eligible children in
attaining proficiency in meeting the academic
achievement standards.

- There are four key players responsible for
effective SES implementation - Texas Education Agency (TEA)
- School Improvement Resource Center
- Local Education Agency (LEA)
- Providers
- Parents
8ImplementationState responsibilities
- Promote participation by providers to ensure that
parents have as many choices as possible - Provide and disseminate annually the process for
becoming a provider - Develop and apply objective criteria for
approving providers

- Maintain an updated list of providers and make
this list available to school districts by
geographical location - Develop, implement, and publicly report standards
and techniques for monitoring the quality and
effectiveness of tutoring services offered by
providers - Remove from the state-approved list, any
providers that fail, for two-consecutive years,
to contribute to increasing the academic
proficiency of students served by the providers

- Notify parents about the availability of
services, at least annually - Help parents choose a provider, if requested
- Determine which students should receive services
if not all students can be served based on low-
income and highest academic need

- Enter into an agreement with a provider selected
by parents of an eligible student - Assist the state in identifying potential
providers within the district - Protect the privacy of students who receive
supplemental educational services
14Implementation Provider responsibilities
- Enable the student to attain his or her specific
achievement goals (as established by the LEA, in
consultation with the student's parents and the
provider) - Measure the student's progress, and regularly
inform the student's parents and teachers of that
progress - Adhere to the timetable for improving the
student's achievement that is developed by the
LEA in consultation with the student's parents
and the provider

- Provide supplemental educational services
consistent with the applicable health, safety,
and civil rights laws - Provide supplemental educational services that
are secular, neutral, and non-ideological - Provide supplemental educational services that
are consistent with a student's IEP or 504 plan,
as applicable

- Ensure that it does not disclose to the public
the identity of any student eligible for or
receiving supplemental educational services
without the written permission of the parents

days of receiving the TEA notification letter
selection - Ensure that the student attends tutoring services
for which he/she is enrolled

29Translate provider information into other
languages as neededWho will translate the
information for my school?
- District contact and/or campus principal may
submit a written request for a Microsoft Word
version of provider information. - Translation method will be determined by each
individual district. - LEA shall provide, at a minimum, annual notice
to parents (in an understandable and uniform
format and, to the extent practicable, in a
language the parents can understand of- - (i) the availability of services
- (ii) The identity of the approved providers of
those services that are within the LEA or whose
services are reasonably available in neighboring
LEAs and - (iii) a brief description of the services,
qualifications, and demonstrated effectiveness of
each such provider
30Do not promote one provider over anotherIf we
cannot promote one specific provider, how do we
assist parents in selecting a provider?
- Using TEAs list of approved providers
- assist the parent in narrowing the selection of
providers by identifying providers which service
your area, - deliver services in students academic area of
need, - accommodate students desired method of
instruction and - available schedule.
- Once the list has been narrowed, allow the parent
to make the final selection.

PlansWhat are Student Learning Plans (SLP)?
What is expected in the SLP?
- A SLP is a requirement of the LEA and provider
agreement - that requires the LEA to develop, in consultation
with parents (and the provider chosen by the
parents), a statement of specific goals for the
student, how the students progress will be
measured, and a timetable for improving
achievement, that in the case of a student with
disabilities, ,is consistent with the students
individualized education program under section
614(d) of the Individuals with Disabilities
Education Act

- Describes how the students parents and the
students teacher or teachers will be regularly
informed of the students progress - Provide for the termination of such agreement if
the provider is unable to meet such goals and
timetables - Contains provisions in respect of making payments
to the provider by the LEA - Prohibits the provider from disclosing to the
public the identity of any student eligible, for,
or receiving, supplemental educational services
without the written permission of the parents

34Develop a reliable SES contact and coordination
system on campus
- Any person on campus can serve as your SES
contact and/or coordinator. - Please keep in mind that SES is a federal mandate
and the LEA is responsible for the proper
implementation and ongoing facilitation of the
SES program.
35SummaryBasic process for establishing services
- The STATE identifies organizations that qualify
to provide these services. - The LEA notifies parents of eligible students
that SES is available. - The PARENTS choose from the approved list of
providers they believe will best meet their
childs academic needs. - The LEA enters into an agreement with the
selected provider. - The PROVIDER makes services available to the
student and provides regular progress reports to
the parents and the LEA.
