1Introduction with presentation of EU's general
policies in the area of fertilising

simultaneous increase in crop yields!!)

Satellite picture of EU seas chlorophyll-a
concentrations. Average summer 2000. The red and
yellow areas show strong phyto-plancton
develop-ment, one of the most visible symptoms of
eutrophication, with potential adverse effects
(toxic dinoflagel-lates, oxygen depletion,
changes in bottom flora and fauna, etc).
5Background
Nitrogen balance from 2005 at 8 Serbian farms.
The farm with a balance of 305 kg nitrogen per
ha has an area of 100 ha, meaning that the farm
pollutes the environment with 30,500 kg nitrogen
per year. This is not only a problem for the
environment as nitrogen has a value of 0.7 per
kg (calculated on basis of the price of nitrogen
fertiliser) it means that the farmer looses
21,000 per year in just nitrogen loss.

11Requirements to fertiliser planning
- Limitation of the land application of
fertilizers - soil conditions, soil type and slope
- climatic conditions, rainfall and irrigation
- land use and agricultural practices, including
crop rotation systems, and to be based on a
balance between - the foreseeable nitrogen requirements of the
crops, - the nitrogen supply to the crops from the soil
and from fertilization.
12Requirements to fertiliser planning
- Shall ensure that, for each farm or livestock
unit, the amount of livestock manure applied to
the land each year, including by the animals
themselves, shall not exceed a specified amount
per hectare. - The specified amount per hectare be the amount of
manure containing 170 kg N. However - for the first four year action programme Member
States may allow an amount of manure containing
up to 210 kg N - during and after the first four-year action
programme, Member States may fix different
amounts from those referred to above. These
amounts must be fixed so as not to prejudice the
achievement of the objectives specified in
Article 1 and must be justified on the basis of
objectives criteria.
13Requirements to fertiliser planning
- EU procedure for fertiliser planning
- Calculation of the needs of the crop
- Reduction with the plant nutrients in distributed
livestock manure - Fulfiling the rest of the norms with mineral
fertiliser
