About NARC
  • National voice for regionalism
  • Represents multi-jurisdictional governments
    large and small, urban and rural  
  • Advocates for regional cooperation with Congress,
    Federal officials, etc.
  • Provides technical assistance to members through
    research on key national policy issues, and best
    practices
  • Conducts training sessions, conferences,
    workshops and webinars

  • Voluntary association of local governments
  • Over 500 of these type of organizations
    throughout the country

    organizations in areas of 50,000 or greater
  • Majority of funding is through a small percentage
    of money derived from the highway authorization

  • Richmond, VA MPO and VA Port Authority
  • Conducted analysis of

  • Cargo that leaves vs. stays VA
  • Economic costs and benefits
  • Emissions between barge, truck, rail
  • MPO incorporated the project into its formalized
    process and was able to secure 2.25 million for
    marine highway
