Objectives
  • Plan educational programs and communications to
    various target audiences that detail information
    about
  • Quality Measurement Processes
  • Quality Reporting to the Public
  • Improvement in the Quality of Services offered by
    Pharmacy
  • Incentive Programs for Pharmacy and Models for
    Pay for Performance
  • Identify delivery channels and funding methods
    and/or opportunities among target audiences.
  • Develop a plan to raise awareness about the PQA
    initial starter set of measures and incorporation
    into performance measurement and incentive
    programs among target audiences.
  • Develop a plan to raise awareness among key
    stakeholders currently under-represented within
    PQA for ongoing communication to
    under-represented audiences

Processes
  • Workgroup was divided into five subgroups
  • (1) Academia,
  • (2) Ambulatory community pharmacy state
    associations,
  • (3) Employers, payers health plans,
  • (4) Managed care pharmacy and
  • (5) State Medicaid programs.
  • Workgroup provided with an interview template to
    contact key individuals in their sectors to
    obtain information regarding key target
    audiences, communication channels to reach the
    target audiences, considering short-term and
    long-term opportunities.
  • Conference calls of workgroup held September 7,
    October 15, October 29 and Nov 14, 2007

Goals of 2008 Communication Plan
  • Promote awareness of PQA and PQA Measure Set in
    improving medication use.
  • Build the capacity for communicating the role of
    the PQA and measure sets through establishment of
    a speaker bureau.
  • Develop and roll out educational materials on
    quality improvement, quality measurement and
    performance incentive programs.

    improvement process to pharmacy practice.

  • Awareness of Pharmacy to improve medication use
    and contribute to overall care improvement
  • Awareness of the value of pharmacy quality
    measurement in the context of providing
    meaningful information to guide consumer choice.

  • Raise Awareness of quality improvement in
    healthcare, role of PQA and PQA Measures (PQA
    Awareness Presentation)
  • Target and Prioritize communication to key
    stakeholders beyond the pharmacy environment to
    include groups such as the National Business
    Coalition on Health, large health plans and large
    employers.
  • Raise Awareness of the role of pharmacists and
    PQA in improving quality of medication use (PQA

  • Expand the current PQA website to use as a
    resource in the communication plan

  • Create and train a select group of PQA members to
    serve as speakers to present to pharmacy
    associations and related healthcare organizations

  • Release an RFP to develop core educational
    materials focused on quality improvement and its
    potential impact on pharmacy and medication use.
    Ensure these educational materials are available
    in multiple formats including web-based
    training.

Key Drivers for Success
  • Collaboration with Schools of Pharmacy in the
    initial development and train the trainer
    rollout of quality improvement training

    employers.
  • Coordination among Pharmacy Associations in
