What is CD2?
APPROVE PERFORMANCE BASELINE DEFINE Detailed

projects gt20M, a formal Earned Value Management
System (EVMS) is required. For projects gt100M,
the EVMS must be formally certified. A change in
scope, cost, or schedule requires a formal Change
Request (CR)
