Moved To establish a study group within 802.18
to explore how unused TV broadcast spectrum might
be shared on a non-interfering basis by
unlicensed networks, to provide information and
guidance to 802.18 that will assist in the
crafting of an appropriate Petition for
Rulemaking to the FCC, and to create a PAR and 5
criteria consistent with the framework of the
Petition for Rulemaking.
