1Perkins Update and Alignment to Career Clusters
2How we have felt for the last year, last month,
last week!
3 4Presentation Overview
- Setting the Context
- Update and Major Themes
- Next Steps Timing
- Thoughts to Ponder
- Resources
5Context Matters!!!
6National Policy Influencers - Economic
- Presidents FY07 proposal cuts education,
workforce social service programs by close to
5 billion - Many competing pressures on budget
- The World is Flat influence.
- Globalization and its impact on Americas
competitiveness. - Concern about growing trade deficit.
- Concern about job loss is not just low level, but
also mid-level. - Concern about skills gap.

7Social Influencers General Public
- Education remains top domestic issue and as such
increasingly political. - Increased awareness about student achievement
(school report cards, etc.) - Prevailing sentiment of a devalued high school
diploma.
8Social Influencers - Policy
- More careers require postsecondary experiences
(degree, certificate or credential). - High remediation rates.
- High drop out rate both secondary and
postsecondary. - Disconnect between what we need to support our
economy and student interest.
9Social Influencers Employers and Postsecondary
- Increasingly vocal dissatisfaction with
workforces preparation
10Social Influencers - Political
- Demand for public accountability
- Demonstrated return on investment
- Focus on the use of public funds on demonstrated,
effective strategies
11Demographics Reality
- 46 million baby boomers with some college nearing
retirement. - Net gain of 3 million workforce with some
college. - 15 million jobs by 2020 requiring college
educated workers.

12Legislative Responses
- Focus on
- High schools
- Effective transitions
- STEM
- SMART grants
- Competitiveness
- Achievement
- Accountability
- NCLB reauthorization
- Election year politics
13Congress Introduces Bills
- 2004
- Before the Presidents proposal, both House and
Senate re-introduce their Perkins reauthorization
proposals.
14Congress Acts Unanimously!!!
- Summer of 2005 passes legislation overwhelming
- H.R. 366 (416 9)
- S. 250 (99-0)
15Major Legislative Themes
- Leading CTE of the 21st century
- Global competition
- Eliminating restrictions to sub-baccalaureate
careers - Entry level, narrow preparation is not sufficient
16Major Legislative Themes
- Creating options by ensuring dual preparation
college and careers - Strengthen articulation
- Extend integration
- Increase rigor technical assessments
?
17Major Legislative Themes
- Responsiveness to the labor market
- High skill
- High wage
- High demand
- Increased career information
18Major Legislative Themes
- Increased accountability
- NCLB as academic achievement measure
- Separate secondary and postsecondary measures
- Performance levels negotiated with the state
- Disaggregation to be legislated.
- Meet performance goals or
- Improvement plan
- Loss of funding
19Major Legislative Themes
- How does the Congress envision achieving these
goals? - Incentive new models of CTE
- Model sequences of courses (H.R. 366)
- Career pathways (S. 250)
- CTE plans or programs of study
- conference agreement???
20Leading Change in CTE Career Pathways
- Minimally, each local grant recipient is required
to implement at least one career pathway/model
sequence of courses. Must include BOTH the
secondary and postsecondary portion.
21Looks familiar?
- State Admin matching
- Uses of funds same as current law
- Fed to state and state to local formulas same as
current practice - Reserve fund
- Section 118 but no funding
- Eligible recipients and agencies
22What we wont see (probably)
- CTE student definition
- Expansion of funding to four year colleges
- A focus on teacher preparation
23Still to be decided
- Tech Prep
- State Administration
- Vocational versus Career Technical
- Equitable participation
- Incentive grants
24Timing and Next Steps
- Continue staff discussions
- Appoint conferees
- Convene conference committee
- Agree to conference report
- Vote on conference report House and Senate
- To President for approval new law!
25 Thoughts to ponder
- What is your vision for CTE and then how does
Perkins fit? What is your organizer? - This should be a plan not an application for
federal funding. - Be true to the legislative intent these funds
are to lead change and improve programs not be
sustenance.
26Thoughts to ponder
- Who and how will you engage stakeholder groups?
- What will your local application look like?
Should be a focus on quality! - Business advisory committees?
- Documented alignment to standards?
- Use of data in decision-making?
- Role of labor market demand
27Thoughts to ponder
- Didnt get into legislation but there was sure
talk of it - Statewide articulation
- No use of funds on equipment to instead focus on
teaching and learning - Extending funding to 4-year colleges/universities
28Next Steps and Resources
- Resolution of differences between bills through
conference committee - Hopefully finish up soon
- One year transition timing is everything!
