What shall, should or may the MS do

• Monitoring systems for EAs and VAs are now
  serving 100 national needs
• major schemes needs to be monitored no
  results, no financing
• for small schemes and minor activities impact
  assessment is enough
• Total government expenditure on EAs and VAs is
  approx. 4 M/a
• - 200.000 (5 ) is spent annually on
  monitoring and reporting
• Are these monitoring systems in compliance with
  the Annex IV ?
• full scale onsite third-party verification for
