8 1.) Active Labour Market Strategy
Programme Grants Programme
Budget 50 M Beneficiary
Turkish Employment Agency (ISKUR) Project
duration October 2003-June 2006 According to
the preliminary results of the impact assessment
of the grant scheme, so far, 34 of the final
beneficiaries of the scheme who were unem-ployed
were able to find jobs or establish their own
businesses.
92.) Restoration of Ekmekçizade Caravanserai
Budget 3.3 M Beneficiary The State
Planning Organi- sation at central level and
the Special Provincial Adminis- tration of
Edirne at local level Project duration April
2006-end Sept 2007 Once restored to its former
glory, the caravanserai will take on a new lease
of life as a venue for events that will foster
closer ties between Edirne and its neighbours on
the Bulgarian side of the border.
10 3.) Support to Enhancing the Safety
of Maritime Transport
Budget 2.7 M Beneficiary Undersecretariat
of Maritime Affairs Project duration
2003-2005 The safety record of Turkeys
commercial maritime fleet has sharply improved.
Turkish vessels are now less often detained in EU
ports. This will ultimately help to increase the
market share of the Turkish fleet.
11 4.) Eradicating the Worst Forms of Child
Labour in Turkey
Budget 5.3 M Beneficiary Ministry of
Labour and Social Security, Child Labour Unit
Project duration December 2005-November 2007
Project offices have opened in 7 pilot
provinces (Kastamonu, Çankiri, Sinop, Ordu,
Elazig, Erzurum, Van). The project monitors
school attendance and provides transitional
courses to support school classes, sports
activities, music, painting, drama, chess,
computer, reading-writing courses for almost 2700
working children.
12 5.) Izmit Handicapped Production Centre
Budget 1.3 M Beneficiary The Foundation of
the Bizimköy Handicapped Production
Centre Project duration December 2004-Dec
2005 230 job opportunities for handicapped are
created.
13 6.) Establishment of European-
Turkish Business Development Centres
Budget 18.6 M Beneficiary
TOBB and local chambers (Kocaeli, Gaziantep,
Izmir) Project duration March 2002- June
2006 The centres provide advisory services and
training on business management and help Small
and Medium Size Enterprises to internationalize.
9.500 entrepreneurs have participated in various
start-up programmes. For every Euro spent for the
project, Business Development Centres have
managed to provide an economic impact of nearly
Euro 3.5.
14 7.) Sanliurfa Drinking Water Project
Budget 21.3 M Beneficiary
Sanliurfa Municipality Project duration 2002
2006 The facilities will be able to provide
clean water for almost 1.5 million people the
projected population of the city in 2020. Water
related diseases will decrease and a more
efficient use will be made of scarce water
resources.
15 8.) Support to Quality Infrastructure
Programme
Budget 13.0 M Beneficiary Undersecretariat
of Foreign Trade and Turkish Society for
Quality-KalDer Project duration 2002
2007 The project, in the long run, is expected
to contribute to an increase in the export of
industrial and processed agricultural products
from Turkey as well as increasing the overall
trade volume between EU and Turkey. The motto is
tested once and accepted everywhere.
16 9.) Strengthening the Accountability,
Efficiency and Effectiveness of the Turkish
National Police
Budget 2.6 M Beneficiary Turkish National
Police Project duration February 2005-February
2007 The project is implemented in partnership
with the Spanish Ministry of Interior. About
3000 police officers have been trained on
issues such as human rights and community
policing. A code of ethics for police officers
was developed.
17 10.) Maternal Mortality Study under the
Reproductive Health Programme in Turkey
Budget 1.5 M Beneficiary Ministry of Health
Project duration October 2004-December 2006
The Maternal Mortality Ratio is the most
important indicator for the level of maternal
mortality in a country. Maternal mortality ratio
for Turkey is 28.5 per 100,000 live births, with
the lowest level in West Anatolia (7.4) and the
highest in Northeast Anatolia and East Black Sea
(68.3).

19EU and Turkey decide jointly which projects
should be financed
- Programming
- Turkish government institutions submit project
ideas to the EU Secretariat General (EUSG) - The EUSG and the EC Directorate General for
Enlargement jointly select projects to be further
developed - The Turkish government institutions develop
detailed project proposals. - The Turkish government and the European
Commission then allocate funds for these
projects.

- There are four types of tendering procedures-
Services- Works- Supplies- Grants and Twinning - Procurement, contracting and payments are done by
an institution of the Turkish government CFCU
(Central Financing and Contracting Unit) - The process is supervised by the Undersecretariat
of the Treasury and the EC Delegation
