  • Page iv of Local Plan and Budget Application
  • Change in previous ruling
  • As long as ALL Performance Standards are showing
    state-defined continuous improvement, meet, or
    exceed the adjusted state-level performance
    standards, Perkins funds can be used on a
    projects, services, or activities beyond three
    years

  • IF a division does not meet this criteria then
    local school divisions may not utilize Perkins
    funds for more than three years UNLESS special
    circumstances demonstrate a justifiable need and
    MUST HAVE PRIOR APPROVAL from the Virginia
    Department of Education, Office of Career and
    Technical Education

THREE YEAR RULING, Continued
  • Three years begins with 2006 2007, the initial
    year of the Perkins IV Act or the year of the
    project, service or activitys inception,
    whichever is the later date

PERFORMANCE STANDARDS
  • 1S1, 1S2, and 4S1 are pre-populated by the
    USED/OVAE for the state-level and are taken from
    the NCLB rate required of Virginia
  • Though these are the only REQUIRED standards that
    the state will be graded on, we must report
    data for all performance standards

CAREER COACHES
  • No more than 40 of total allocated Perkins
    dollars can be used for this position
  • May not utilize Perkins dollars for this
    position for more than three (3) years unless all
    performance standards are being met/exceeded
    (this includes both Perkins and State Standards)
  • Career Coach must hold counseling endorsement or
    licensure as recognized by the Department of
    Education Licensure Division
  • Data will be provided to the DOE via state form.
    This form will be provided when a division
    indicates in their Local Plan and Budget
    Application that they will be using funds for
    this purpose

TECH PREP CONSORTIUM DUES
  • May utilize Perkins funds for this purpose but
    must follow these guidelines
  • Description of curriculum development
  • Professional development must show connection to
    sustained professional development of school
    division
  • Any workshops for counselors, students, or ethics
    must provide agendas

UTILIZING PERKINS FUNDS FOR MEALS
  • Meals for Students during Career Fairs If they
    have an instructionally related activity
  • Meals for teachers/administrators Must be
    receiving technical assistance or be overnight

UTILIZING PERKINS FUNDS FOR TEACHER TUITION
  • Local Level NO!
  • State Level YES, we will be looking into ways
    to implement this at the state level in order to
    pay tuition. Must wait until state plans have
    been approved.

REGIONAL CENTERS
  • Perkins Funds to follow students
  • Regional Technical Centers
  • Governors Schools offering CTE programs
  • Governors Career and Technical Academies that
    operate regionally
  • Funds could be utilized for
  • CTSO activities for students
  • professional development
  • Tech Prep Consortium dues (as long as Regional
    teachers are included)

RURAL or NON-RURAL
  • December Federal Review noted that Carry-over
    funds were being redistributed to school
    divisions who did not spend them the first time
  • Strongly suggested going to distribution to Rural
    divisions
  • Rural status is determined by the National Center
    for Education Statistics (NCES) 2007
    Urban-Centric Locale Classification System

ALLOCATION OF PERKINS FUNDS
  • Current amounts are DRAFT only and may be changed
  • Official amounts will come via Superintendents
    Memo
  • Have had two divisions to express concern on
    students in poverty numbers not matching Free
    and Reduced Lunch Program numbers federal have
    explained that these are measured differently

QUESTIONS
  • Remember that this is a new law and we are
    finding the USED/OVAE interpretations may differ
    from previous Perkins laws
  • We have a good working relationship with OVAE
    staff assigned to Virginia and they have been
    very helpful
