ENPAT is a framework of spatially represented
information (maps) linked to
  • environmental management parameters
  • cultural-historic management parameters
  • potential impacts of land use
  • high-risk development categories

The first of two purposes of ENPAT/TOURPAT is to
pro-actively identify areas of potential conflict
between
development proposals

The second purpose of ENPAT/TOURPAT is to provide
spatial and descriptive information for tourism
that emphasizes
cultural-historic aspects

Strategic Environmental Assessments (SEA)
processes in collaboration with Integrated
Development Plans (IDP).

Reflect the standards, norms or values set by
society for the management of cultural-historic
and environmental resources They are

activities that may have potential harmful impacts

The impacts of development on specific features,
or resources, are identified. These could be
displayed in an Feature Impact Report
Spatial Data Viewer EMF Report.

The impacts are for example
Destruction of geological formation due to mining
Reduction in water quality due to agricultural
fertilization
Transformation of rural character due to
overpopulation

Developments that may have a high-risk of impact
on a particular feature is also indicated. These
could be displayed in a Category Impact Report
Spatial Data Viewer EMF Report.

Examples of high-risk developments and their
associated impacts may be
High Density Residential in a wetland area will
destroy the wetland.
Informal industrial development on degraded land
may cause additional erosion.
Airport activity may disrupt sacred or
traditional ceremonies

ENPAT/TOURPAT is completed on a provincial scale
for eight provinces
ENPAT/TOURPAT complements environmental
legislation (ECA NEMA) and is a national,
provincial and municipal (IDP) land use
management decision support system
ENPAT/TOURPAT provides information regarding the
bio-diversity of the country that can be linked
to the economic values of the biophysical
resources.
ENPAT/TOURPAT provides cultural historic and
recreational information for tourism
