Where has the OFO come from?
  • ILOs International Standard Classification of
    Occupations
  • SA adopted ISCO/SASCO used by StatsSA for all
    national reporting, Labour force and household
    surveys
  • 2000 2005 DoL, SETAs and employers using SASCO
    for
  • WSPs and SSPs
  • Employment Equity reporting
  • By 2003 clear that SASCO
  • Does not provide detail SA and SETAs require for
    good skills analysis, development planning and
    labour market interventions
  • Major groups and occupation titles no longer
    consistent with labour market
  • Only 625 distinct occupations insufficient
    detail

Where has the OFO come from?
  • Need a tool for identifying monitoring scarce
    critical skills
  • SASCO used WSP/ATR formats - too high a level of
    generalisation (Managers not specific types of
    managers)
  • In 2004 the DoL with the assistance of GTZ
    officially initiated the development of a tool
    for
  • using a common language when talking about
    occupations
  • collecting and codifying information about
    occupations

Where has OFO come from ?
  • Decided to work with developments in Australia
    and NZ (ANZSCO)
  • End product known as OFO (based on ANZSCO)
  • From February 2005 started testing OFO
  • Refined over 3 consecutive years of SETA data
    collection processes and one cycle of HSRC
    verification process

Why have an OFO ?
  • Meaningful skills development is only possible
    if
  • labour market needs are accurately defined
  • there is alignment between
  • National Growth and Development Strategies and
  • Skills Development Strategies required to support
    it
  • Principal tool for having a common language for
    collecting and analysing labour market
    information
  • Defining needs and aligning strategies requires
    a common language to speak about and define
    occupations
  • Occupations can provide a link between SAQA
    learning fields and economic sectors responsible
    for identifying and addressing needs
