• Best Value determined as proposal price adjusted
  by technical score
• WSDOT moving to Strong Owner role, no longer
  Engineer of Record
• Adapting our design practices to Contract

Roles and Responsibilities - Design

• Design Builder
• Prepares and stamps the design Engineer of
  Record
• Owns risk of design errors no change order for
  plan omissions or survey errors
• Maintains files and design documentation
• Accepts quantity/cost risk
• Performs Construction QC/QA
• Owner
• Prepares preliminary design approval document
  used to determine deviations if Design Builder
  makes changes
• ACCEPTS the design at the end of the project
• Verifies that the Design Builder is meeting WSDOT
  standards with over-the-shoulder reviews and
  audits
• Responsible for environmental permitting
