• Paternalism governed in fatherly way provided
  for needs but gave no rights
• European bureaucrats brought in locals not
  trained
• Assimilation local populations became absorbed
  into French culture
• Schools, courts, and businesses patterned after
  French institutions
• African institutions regarded as inferior
• Examples Vietnam (France), Tanzania (Germany),
  and Angola (Portugal)
