  inability to diversify livelihoods
• Inability to commute or migrate (voluntary)
• Poor access to education and community
  institution such as SHG or kinship support
• Existing pattern of vulnerability gender-based,
  social position, economic base, education, basic
  health services, etc., political marginalisation
  
• Lack of role and authority in decision-making
• Lack of secured access to water for domestic and
  other needs
• Nature of natural resource base and its
  degradation (constrained drainage, depleted
  groundwater level, high arsenic level, pollution)
• Lack of critical local social auditing capacity
