INTRODUCTION
  • Since the beginning of ETSI existence, the
    preoccupation was already there.
  • With the ETPs we are entering a new phase
  • The different phases of the food chain, namely
    RD, or standardisation, have some sort of
    specific business rationality in the background.

STANDARDISATION IN THE LANDSCAPE
  • The gap, chasm, the need for industrial
    mediation, is a main task of standardisation
    and including the user requirements.
  • Standardisation is part of the market
    preparation phase,
  • appropriate simple solutions, with usability
    and deployability in sight
  • e.g., backward compatibility is a permanent
    condition and preoccupation in standardisation

PARTICIPATION
  • Standardisation organisations have to maintain
    balanced consortia
  • The use is to decide by consensus
  • In particular, ETSI is a membership driven
    organisation

IPR NEED TO CARE ABOUT IT
  • ETSI has since the nineties been a leader in IPR
    policy
  • As soon as detected new problems, ETSI played the
    game and the final results are there to be
    submitted to the next GA.
  • The IPR subject should not be dismissed with the
    argument that everything is already done
  • IPR frameworks adopted in earlier stages, such as
    in RD have non negligeable impacts in the
    standardisation process

STAKEHOLDERS OBJECTIVES
  • Different stakeholders may have different main
    objectives in standardisation.
  • E.g. Operators need interoperable products - they
    operate networks this is vital.
  • Network operators are more and more acknowledging
    the role standardisation activities may play to
    minimize CAPEX.

CONSENSUS IN STANDARDISATION
  • More complex conditions in order to obtain
    consensus prevailing in the standardisation
    environment than in the RD phase.
  • In the standardisation phase, e.g. IPRs become a
    big issue.
  • However IPRs and legitimate vested interested
    interest are already present in the RD phase.
  • As soon as the activities have got a real chance
    to go to the market, the case is ripe to a
    rough standardisation activity and almost all
    standardisation results are approved by
    consensus

ETSI COOPERATION TRACK RECORD
  • ETSI co-operates with a lot of relevant SDOs and
    fora.
  • It aims not only at avoiding overlaps but at the
    materialization of widest possible synergies
    (regional, global and international).
  • In particular, ETSI Board has spent a big part of
    its time in this issue, structuring the type of
    relationships and including the issue of
    compatibility of IPR policies.
  • By ETSI initiative 3GPP was created and now new
    synergies and avoidances of overlaps is also
    taking place with IMS.
  • By ETSI initiative, ICT SDOs have an annual
    global collaborations (GSC).
