Project objective
  •  
  • The project aims at
  • Creating an agreed technical, operational and
    business solution for pan-European vehicle E-Call
    services
  • Testing and validating this solution on several
    trial sites throughout Europe
  •  

The project will thus develop a harmonised
in-vehicle Emergency call system allowing the
availability of in-vehicle generated emergency
call services when travelling anywhere across
Europe.

Why are we doing this ?
  • Traffic Accidents
  • 43,000 dead, 1.7 million injured in traffic in
    1998
  • Reasons for accidents 95 human error, 76 sole
    human failure, 38 distraction, 50 misjudging,
    driving dynamics, weather
  • Correct professional help given within the first
    hour in crucial for surviving an accident (GOLDEN
    HOUR)
  • Telematics is expected to give at least a 30
    improvement of the average reaction time (the
    time from the call is made until professional
    assistance is on the scene)
  • EC objective to reduce the traffic accident rate
    with 50 by 2010

The problem
  • No common technical solution for providing or
    receiving vehicle e-calls exist today
  • Services do not (generally) offer roaming when
    abroad
  • Procedures and arrangements down the service
    chain to the network operator, thence to an
    emergency call centre and finally to the
    emergency service itself vary greatly from
    country to country
  • No pan-European Business case exist

  • E-MERGE
  • Vehicle E-call with extended information
  • that gives additional information to the
  • emergency services
  • Possibility for driver to select usage of
  • directly E-112 and/or the E-Call function
  • E-MERGE is NOT trying to build a second
  • European emergency call but is merely
    trying
  • to ensure that current E-Call systems
    are
  • harmonised accross Europe and that the
  • additional Information that can be
    retrived
  • from vehicles can be used in case of
  • emergency

  • Identify requirements of all stakeholders
  • Define specifications for technical elements,
    including message
  • content and formats, exchange protocols,
    databases, location
  • referencing etc
  • Present a Europe-wide harmonised vehicle
    Emergency call system
  • based on adaptation of existing technology
    and systems
  • Define operational procedures and arrangements
    for all stages of
  • E-Call handling
  • Test the system in a selection of vehicles from
    different
  • European vehicle manufactures in different
    scenarios and
  • locations across Europe
  •

  • Analyse social/institutional issues such as data
    privacy
  • Examine organisational options and business case
    for a pan-European
  • E-Call network
  • Propose scenarios for European E-Call service
    chain deployment
  • Promote the adoption of the agreed business
    solution across Europe.

Test Sites - SWEDEN
  • This test site will cover the whole of Sweden. It
    will aim at performing technical and operational
    tests, by using existing amended vehicle
    technologies, communication standards, central
    systems and operational procedures.

  • The test site will cover the whole of Germany. It
    will aim at performing technical and operational
    tests, by using existing amended in-vehicle
    technologies, communication standards, central
    systems and operational procedures.

  • The system will be tested in the Catalonia area,
    aimed at demonstrating the robustness and
    reliability of the project results in view of
    European wide interoperable applications.

  • Based on an existing structure, aimed at
    establishing whether a standardised E-MERGE
    protocol for an vehicle E call system will
    operate successfully within the UK environment
    where a unique emergency call operation exists
    commercial companies are responsible for
    receiving emergency calls and forwarding them to
    the correct service.
