Managing the Development phase

This phase will develop new equipments, systems
standards, which will ensure a convergence
towards a fully interoperable ATM system in Europe
- An initiative of the European Commission under
Article 171 of the Treaty
- Established by a Council Regulation adopted on
27.02.2007 - will have a duration of 8 years after the
endorsement of the ATM Master plan
This phase will be managed by the SESAR Joint
Undertaking
- Allows to combine public and private resources

Ensure the Modernisation of the European ATM
system
Responsible for the execution of the development
phase of SESAR in accordance to the ATM Master
plan.
Ensure the involvement of the stakeholders of the
Air transport sector in Europe
Coordinate and concentrate all relevant RD
efforts in the Community
Update the ATM Master plan and verify its
execution.

7Membership is open to any other public or private
entity including those from third Countries
- Selection of candidate members shall take into
account - Experience with ATM and/or with the manufacture
of equipment and/or services for use in ATM. - The contribution that the candidate can give to
the execution of the ATM Master Plan. - The financial solidity of the undertaking or
body. - The potential conflict of interest.

15- All ATM research is expected to be carried out
under the authority of the SESAR JU. - The JU work programme is being defined in the
SESAR definition phase On the basis of the ATM
Master plan. - The JU will gradually build its technical
competence in 2007, and is expected to launch the
first calls for tenders/proposals at the
beginning of 2008

- New RD projects will be fully aligned with the
ATM Master Plan and geared towards
implementation. - On-going (TREN-FP6) projects are expected to be
aligned with SESAR. - The JU will support the Commission on the
technical management of DG-TREN FP6 projects. - The JU will be in charge of coordination with
other (non ATM) RD.
