• 2 meter imagery had limited use
• For FSA for Compliance only
• If it was flown too early or too late, or
  delivered too late, imagery couldn't be used for
  compliance
• Change on how FSA does compliance
• Ag areas only

  requirements and fiscal realities
• Build in more stability and consistency
