History

• Began 14 November 1985 with an MOU with US
  Customs Service (now Bureau of Immigration and
  Customs Enforcement)
• Expanded to primarily support to Customs, Drug
  Enforcement Administration (DEA), and local law
  enforcement agencies, mostly for cannabis
  (marijuana) eradication

CD Services

• Aerial reconnaissance
• Airport ramp checks Aerial photography
• Not surveillance. Cannot follow the activity.
• Data gathering
• Communications support (ariel area relay)
• Airlift for law enforcement personnel (less now
  than before)

CD Limitations

• Limitation 1
• Assistance is restricted to aircraft patrol and
  reconnaissance missions and support base
  communications. CAP ground teams will not
  participate in this mission. CAP cadets will not
  participate in any counterdrug training or actual
  missions.

• CAP members will not be deputized and no weapons
  of any nature may be possessed or used by CAP
  members while supporting this mission. CAP
  members who are also law enforcement officers
  cannot participate in both capacities on the same
  mission.

CD Limitations

• CAP members may not physically participate in
  arrest, seizure, or detention operations.

Useful Information

• CAP participates in counterdrug operations as a
  federal resource but may cooperate with state
  counterdrug task forces, as well.
• Requests go to National Operations Center,
  Maxwell AFB. Center verifies request, assigns a
  mission number, and contacts wing.

Useful Information

• Non-exercise/evaluation CAP SAR/DR missions have
  priority over CD operations for use of available
  CAP resources.
• Wing counterdrug officer provides a team,
  aircrew, and agency contact information .
• Command and control of CAP resources remain
  within CAP at all times flight operations are
  conducted under CAP directives.

CD Qualifications

• 2 years active in CAP
• Wing decides approval/disapproval
• DEA Background check/re-fingerprinting
• DEA can refuse, no appeal
• Given code to take CD test on line
• Pass test, get certificate and ID card
• Refresher test on line after 2 years
• Renewal by DEA 2 years later
