TC AoA Alt 5, Re-engineering Joint Training
  • Background
  • Focuses on innovative training methods other than
use of large-scale constructive simulations for
    Joint Training.
  • Identified Out of the Box technologies with
greatest potential to re-engineer Joint Training
  • Light Simulations and Light Federations
  • Story-Driven Training
  • Massively-Multiplayer Games
  • Embedded Training
  • Joint Community Unique Simulations
  • Use Case Discussion

15
TC AOA Out of the BoxTechnologies
  • Light Simulations These simulations provide
functionality with less fidelity than large,
    complex, general-purpose simulation systems.
  • Light Federations This is a group of light
simulations used together to provide the
necessary fidelity and functionality. Like light
simulations, light federations should be used to
provide given functionality at less fidelity than
    federations of large, constructive simulations.
  • Story-Driven Training This is computer-based
training that immerses the trainee in a situation
or series of situations (i.e., a story)
designed to achieve specific training objectives.
Is appropriately used in training individuals or
small teams. It is particularly well-suited for
training aspects of military operations that
    require cognitive skills, decision-making, and
human interaction such as those that are
currently trained with seminar games, pol/mil
    games, etc.
  • Massively-Multiplayer Games Massively-Multiplayer
(MMP) Games are online simulations that allow
large numbers of players/trainees to interact in
    achieving individual or group objectives.
  • Embedded Training This is training capability
that is an inherent part of an operational
system, such as a simulation that is embedded in
a command and control system for purposes of
battle staff training, or a simulation embedded
in a weapon system for gunnery training. Embedded
training tools can be linked with each other or
    with external simulation/training systems to
    support Joint training.
  • Joint Community Unique Simulations Joint
    Community Unique Simulations (JCUS) are
simulations that specifically target only those
functions required to train a Joint Force
Commander and staff. The idea of JCUS is to
create separate simulations for the Joint
community alone, reducing the dependence on
    exercises using large one-size fits-all
    simulations.

E-learning applications

  • Learning Content Management Systems (LCMS)
  • Competency/performance management systems
  • Knowledge management systems
  • Collaboration systems

20
LMS/LCMS Definitions
  • Learning Management System (LMS) - Software that
automates training event administration through a
set of services that launches learning content,
keeps track of learner progress, determines the
order (sequence) that learning objects are to be
delivered, and reports student progress and
    mastery. (DODI 1322.26, June 16, 2006)
  • Learning Content Management System (LCMS) - An
environment where developers may create, store,
reuse, manage, and deliver learning content from
a central object repository. The LCMS systems
have search capabilities, allowing developers to
quickly find the text or media needed to build
training content. The LCMS products that deliver
learning content are a type of the LMS and are
subject to the same SCORM conformance
requirements as the LMS(s). (DODI 1322.26, June
    16, 2006)

21
Application Requirements/Capabilities
  • Facilitates the delivery of the right educational
content to the right students, when and where
    the content is needed.
  • Manages all types of learning (Education,
    training, experience, and self development).
  • Automates training event administration
    (registration, scheduling)
  • Determines the order (sequence) that learning
    objects are to be delivered
  • Launches Learning Content
  • Manages Learning Content
  • Tracks learner progress (Training Jacket, Record,
    or E-file?)
  • Reports student progress and mastery (Assessments
    and links to DRRS?)
  • Enables Collaboration
  • Provides a Virtual Workspace
  • Interoperable - SCORM Compliant

Current Combatant CommandLMS Status
  • JFCOM and PACOM - AtlasPro
  • NORTHCOM - SumTotal
  • TRANSCOM - Plateau (TANDEM)
  • SOCOM - Meridian
  • CENTCOM - The tracking system is imbedded in the
    SIPRNET
  • SOUTHCOM - evaluating AtlasPro, Plateau,
    SumTotal, Meridian
  • STRATCOM - evaluating AtlasPro, Plateau,
    SumTotal.
  • EUCOM and Joint Staff - None

23
Joint Training Functional Concept
  • Purpose Describes how the joint force will
perform training 8-20 years into the future. It
    aims to revolutionize joint training.
  • Solution envisions
  • A universal trainee database that enables full
tracking, planned assignments based on matching
jobs and skills, and expeditious retraining
    across the joint force.
  • Training and education for both analytical and
    intuitive decision-making.
  • Linking the needs of the combatant commands and
the training component of the readiness reporting
    system.
  • Providing incentives to individual, units, and
    organizations to learn.
  • Measuring the outcomes of training - learning and
capability - not just the inputs.
  • Emphasizing dynamic curricula and exercises that
reflect evolving best practices and lessons
    learned.
