Basic Elements of an Effective Environmental
Management System (EMS)

  • Accreditation
  • Procedure by which an autorative body gives
    formal recognition that a body or person is
    competent to carry out specific tasks.
  • Certification
  • Procedure by which a third party gives written
    assurance that a product, process or service
    conforms to specific requirements.
  • Registration
  • Procedure by which a body indicates relevant
    characteristics of a product, process, or
    service, or particulars of a body or person, and
    then includes or registers the product, process,
    or service in an appropriate publicly available
    list.

ISO 14000
  • International Organization for Standardization
    (ISO)
  • ISO 14000 refers to a series of standards, that
    are being developed to provide organizations
    worldwide with a common approach to Environmental
    Management.
  • Thus, it describe the basic elements of an
    effective environmental management system (EMS).

ISO 14001 vs. ISO 14004
  • ISO 14000
  • ISO 14001 specification standard, that describes
    the basic requirements of an EMS.
  • ISO 14004 guidance standard for EMS, it provides
    companies with valuable information about
    implementing an EMS.
  • ISO 14001
  • The principle use of ISO 14001 is anticipated to
    be third-party registration, although it can be
    used internally, for self-declaration purposes,
    and in contractual situations. Thus, ISO 14001
    contains only those requirements that may be
    objectively audited against for registration
    purposes and/or for self-declaration purposes.
  • ISO 14004
  • It offers useful guidance in the form of examples
    and descriptions related to the development and
    implementation of EMS and principles and how to
    coordinate these with other management systems.
    ISO 14004 is indented for use as a voluntary,
    internal management tool and not intended for use
    by EMS certification/registration bodies as a
    specification standard.

ISO 14001 Basic Terms and Definitions
  • Organization a company, corporation, operation,
    firm, enterprise, institution, parts or
    combinations thereof, whether incorporated or
    not, public or private that has its own function
    and administration.
  • Environment air, water, land, natural resources,
    flora, fauna, humans and their interrelation.
  • Environmental Aspect element of and
    organizations activities, products and/or
    services which can interact with the environment.
  • Environmental Impact any change to the
    environment, whether adverse or beneficial,
    wholly or partially resulting from an
    organizations activities, products and/or
    services.
  • EMS that part of the overall management system
    which includes organizational structure, planning
    activities, responsibilities, practices,
    procedures, processes and resources for
    developing, implementing, achieving, reviewing
    and maintaining the environmental policy.

ISO 14001 Basic Terms and Definitions
  • EMS Audit systematic and documented verification
    process to objectively obtain and evaluate
    evidence to determine whether an organizations
    environmental management system conforms to the
    EMS audit criteria.
  • Environmental Performance measurable results of
    the EMS. Related to an organizations control of
    the environmental aspects based on its
    environmental policy, objectives and targets.
  • Continual Improvement process of enhancing the
    environmental management system to achieve
    improvements in overall environmental performance
    in line with the organizations policy.

ECO-MANAGEMENT AND AUDIT SCHEME (EMAS)
  • It was adopted by the European Council on 29th of
    June 1993 and allows voluntary participation, by
    the companies in the industrial sector.
  • The aim of the scheme is to promote continuous
    environmental performance improvements of
    industrial activities by committing sites to
    evaluate and improve their own environmental
    performance.
  • The scheme does not replace existing Community or
    national environmental legislation or technical
    standards nor does it, in any way, remove
    companys responsibility to fulfill all its legal
    obligations under such legislation or standards.

EMAS
  • Companys environmental policy should contain
  • Compliance with all relevant environmental
    legislation,
  • Prevention of pollution, and
  • Achieving continuous improvements in
    environmental performance.
  • At the site an initial environmental review is
    undertaken. In the light of this review and the
    companys environmental policy an environmental
    program and EMS is established for the site. Site
    environmental audits, covering all activities at
    the site concerned, must be conducted within an
    audit cycle of no longer than 3 years and based
    on the audit findings, environmental objectives
    set and the environmental program revised to
    achieve the set objectives. On completion of the
    initial environmental review and subsequent
    audits or audit cycles a public environmental
    statement is produced.

EMAS
  • The public environmental statement, and its
    validation by accredited environmental verifiers,
    is fundamental to the EMAS. A sites
    environmental statement will include the
    following key elements
  • A description of the sites activities,
  • An assessment of all the significant
    environmental issues,
  • A summary of figures on pollution emissions,
    waste production, consumption of raw material,
    energy and water, and noise,
  • A presentation of the companys environmental
    policy and sites program and management system,
  • The deadline for the next statement, and the name
    of the accredited environmental verifier.

EMAS
  • De-registration can occur in three ways
  • If a company fails to submit a validated
    environmental statement and registration fee
    within 3 moths of the deadline specified in its
    previous statement,
  • If a competent body becomes aware that the site
    is no longer in compliance with the requirements
    of the regulation,
  • If an enforcement authority informs a competent
    body that the site is no longer in compliance
    with the relevant environmental legislation.

COMPARISON OF EMAS AND ISO 14000
  • EMAS is only applicable to industries whereas ISO
    14000 can be applied to any enterprise (e.g.,
    tourism, education, public institutions)
  • EMAS is site specific and relates to industrial
    activities whereas ISO 14001 applies to
    activities, products, and services across all
    sectors, including non-industrial activities such
    as government. Note, however, that under EMAS,
    non-industrial activities are being included on
    an experimental basis.
