    international compatibility in mind.

  • Involvement of stakeholders (students, local
    management and job market).
  • Careful use of good-practices.

4
Quality System Approach
5
Quality Assurance
  • Definitions/Documentation (Functions,
    Organization, Work/ Responsibility Definitions,
    Process Definitions, Work Flow Diagrams,
    Procedures, Performance Indicators, Quality
    Plans, Improvement Plans, Configuration
    Management Plans etc)
  • QUALITY HANDBOOK.

6
Quality Control
  • Evaluations, Audits, Reviews, Controls.
  • Related reporting.
  • There are two aspects of self-evaluation.The
first self-evaluation is for determining the
present status of the University. The yearly
self-evaluations are carried out after the first
self-evaluation and are for the sake of recording
the changes and developments that took place that
    year.

7
Basic Quality Principles
  • - Single authority level i.e yearly self
evaluation (a QC activity) should be done only
internally. 3 to 5 yearly audits should be done
    only by an external agency.
  • -Distribution of Authority i.e. First
self-evaluation should be done by the Academic
Evaluation and Quality Improvement Board. However
    all QAQC (self-evaluation and documentation)
should be done by an independent authority
directly linked to the rector. It is a full time
job and should be done by non-academic
    professionals.

8

    University and all separate Departments

  • 6) Implementation

9

  • Strategic Planning and Academic Evaluation and
Quality Improvement Boards (SPB and AEQIB)
    established.
  • University and sub-unit functions determined.
    (Education, Research, Public Service, Management)
  • SP studies carried out on each unit of the
University with respect to the above Functions.
  • Functional Working Groups (WP) formed.
  • Questionaires prepared and distributed for the
evaluation of the present state (first
    self-evaluation) of the University.

10
Status
  • Performance Criteria determination(on- going).
  • Quality System Plan (QSP) and Quality Assurance
    Plan (QAP) preparation (on- going).
  • Mugla University Quality Handbook (MUQH)
    preparation (on- going).
  • Continuous Quality Education (CQE) (on- going).

11
Schedule
  • Defining a schedule at the beginning of the study
    is dangerous.
  • The pace of the team depends on a number of
parameters and is difficult to predict.
  • Risk of forcing for a report is always very high.
  • Key point is motivation and competition i.e.
    Leadership.
  • Our aim is to obtain a satisfactory and accepted
    document before the following semestre.

12
Lessons Learned
  • Leadership- level direction and commitment
    essential.
  • Basic- level quality training is a must for all
    personnel (no one is exempt).
  • Involvement circles must be very carefully
    designed and enlarged (voluntary).
  • Steps must be taken with end-point in mind (no
    trial-and- error luxury)
  • Critical points needs to be defined not voted.
