document, authorizing the Chair of 802.18 to do
necessary editorial and formatting changes, and

802.16. The Chair of 802.20 advised that the
subject was not of sufficient interest to 802.20
to merit a WG approval motion in 802.20.

Moved To authorize the Chair of 802.18 to craft
an appropriately formatted (ITU-R format) input
contribution for the upcoming meetings of ITU-R
JRG 8A/9B and WP8A that accurately embodies the
substance of the RLAN protection criteria
agreement embodied in document 18-03-0078-00-0000
(RLAN_protection_criteria), to submit the
document to the ITU-R on behalf of IEEE 802, and
present and advocate for it from the floor during
the ITU-R meetings as appropriate. Informative
Companion motion approved unanimously by 802.18,
802.11, 802.15, and 802.16. The Chair of 802.20
advised that the subject was not of sufficient
interest to 802.20 to merit a WG approval motion
in 802.20.

Moved To authorize 802.18s approved internal
motion to establish a Study Group to
address sharing of unused TV broadcast spectrum
by unlicensed devices, to develop a PAR and 5
criteria, and in the course of its study to
develop and provide information useful to 802.18
in preparing a Petition for Rulemaking for
submission to the FCC on this subject. The
intention would be to review the Study Groups
progress at the March 2004 IEEE 802 plenary and
determine at that point if an extension is
warranted. Informative This matter is
something that the FCC has shown great interest
in and we have previously filed comments/reply
comments in a NOI and are filing further comments
on the matter in a current proceeding. The
ultimate intent is to be more proactive in
seeking access to this spectrum.
