1COMPETENCIES The concept of competence has
different meanings, and continues to remain one
of the most diffuse terms in the management
development sector, and the organizational and
occupational literature (Collin, 1989).
- Definitions (just few of them)
- The capacity of a man to analyze, reason and
communicate effectively as his pose, solve and
interpret problems in a variety of subject matter
areas - Any attitude, skill, behavior, motive or other
personal characteristic that is essential for an
individual to perform a job or, more importantly,
differentiates solid from outstanding
performance. - The quality of being adequately or well
qualified physically and intellectually - A standardized requirement for an individual to
properly perform a specific job. It encompasses a
combination of knowledge, skills and behavior
utilized to improve performance - Having the knowledge of a specific topic to the
extent that I understand the benefits and
drawbacks of applying that knowledge, the skills
needed to integrate that knowledge into an
organizational culture and system and the ability
to be courageous in its application. - A combination of skills, knowledge and attitudes,
which also includes the motivation to learn
2ROMANIAN QUALIFICATION FRAMEWORK (RQF) His main
elements are A set of reference levels
describing the different types of skills
qualifications Existing tools available to
those who formed and reflection allowing
accumulation of transferable credits and lifelong
learning perspective A set of common
principles and procedures to guide partners to
develop and implement skills at different
decision levels, to ensure quality, validation,
certification, guidance and counseling, etc.

8The current situation of Romanian Qualifications
Framework
- Currently in Romania there are 5 reference
levels. -
- 3 competence levels (1, 2 and 3), from 5
existing, - developed training standards refer explicitly to
the tasks with a certain degree of complexity,
autonomy and responsibility to be met a person
holding a qualification. - The purpose of the reference levels is to clearly
and consistently describe specific types of
skills qualifications.

10ETHICAL COMPETENCE in RQF
DEFINITION professionals ethical competence is
the ability to work at an occupation in a manner
as defined by professional ethical codes of
conduct
11 The current level of development of the society,
when globalization has become an important
feature,the need to quantify the human
competence, in an institutional mode, is
increasingly more evident. The boundaries are
dissolving, individual mobility has increased
enormously, the individual is increasingly less
dependent on the area where he was born, of its
cultural heritage. As a consequence, an uniform
and reliable system of assessment of individual
skills , generally accepted, is more than
necessary. EQF try to provide a framework and
guidance for this, nearest to national
qualifications systems. In Romania, National
Qualification Agency was established 5 years ago
and two years later the first draft of National
Qualicications Framework was developed.
There are also some other, more general,
competences like learning to learn or ethical
competence, which have not been explicitly
included in the EQF. These features, often
referred to as meta-competences, have not been
included because they cannot be seen
independently from other knowledge, skills and
competence. Thus, they have not been added as an
additional dimension, but should be seen as an
integral part of knowledge, skills and
competence. For example, learning to learn plays
an important role for gaining theoretical and
factual knowledge ethical competence is
important for the development of autonomy and
responsibility
