English Language Learner
  • NCLB requires that teachers have the appropriate
    state credential for the students they teach
  • Teachers of English learners, who teach core
    academic subjects must meet the same NCLB
    requirements as other teachers of core academic
    subjects.

No Child Left Behind Act of 2001
  • The No Child Left Behind (NCLB) Act of 2001,
    contains specific teacher requirements that must
    be met by all public school teachers who teach
    core academic subjects. Each local educational
    agency (LEA) must develop a plan to ensure that
    all elementary, middle and high school teachers,
    who are assigned to teach core academic subjects,
    meet these requirements.

  • Holds at least a Bachelors degree.
  • Has a California credential or an Intern
    certificate.
  • Has demonstrated core academic subject matter
    competence. (such as CSET or MSAT)

    Certification in the core area taught. (Single
    Subject)

Definitions
  • Highly Qualified Teacher (HQT) The teacher has
    a BA, is certified to teach in California, and
    has met subject matter competence in every core
    academic subject area they teach.
  • Core Academic Subject Areas English,
    Reading/Language Arts, Mathematics, Science,
    Foreign Languages, Civics/Government, Economics,
    Arts, History, and Geography.

Definitions
  • New to the Profession Holds a Credential or
    Intern Certificate dated on or after July 1,
    2002.
  • HOUSSE High Objective Uniform State Standard
    Evaluation. A process for Not New teachers to
    meet the HQT requirements.
  • Elementary School or Middle/Secondary School
    Districts may designate an entire school or grade
    level at a school as elementary or secondary
    based on curriculum taught.

IHE/CTC Perspective
  • All multiple subject credential candidates who
    enroll in programs after July 1, 2004 will be
    required to pass CSET prior to assuming whole
    class instruction, including intern teaching and
    advanced student teaching.
  • Precondition and standard language for this
    change will be brought to the November Commission
    meeting.

IHE/CTC Perspective
  • Students in multiple subject waiver programs
    who complete the programs after July 1, 2004,
    will not be able use the program waiver route to
    waive CSET for the purpose of obtaining a
    multiple subject credential.
