  • This presentation provides a summary of the Teach
    Grant Program established under the College Cost
    Reduction and Access Act and Regulations, final
    rule published in the Federal Register, 6/23/08.
    The reader should refer to the detail of the law
    and sub-regulatory guidance from the U.S.
    Department of Education in determining all
    relevant issues.

  • The College Cost Reduction and Access Act (CCRAA)
    established the Teacher Education Assistance for
    College and Higher Education (TEACH) Grant
    Program effective for the 2008-2009 Award Year
    (July 1, 2008).

Basic Information
  • TEACH Teacher Education Assistance for College
    and Higher Education Grants
  • Effective for 2008-09 award year
  • Must be repaid as a Direct Unsubsidized Loan if
    the student does not teach

Basic Information
  • The recipient must teach for at least four years
    within eight years of completing the program, as
    a highly qualified teacher, at a Title 1 school,
    and in a high-need subject area.
  • High-need subject areas include mathematics,
    science, a foreign language, bilingual education
    and English language acquisition, special
    education, reading specialist or other high
    need fields.

  • Recipients can be undergraduate students,
    graduate students, students enrolled in a
    post-baccalaureate teacher credential program or
    current or former teachers or retirees.

  • The recipient may receive -
  • up to 4,000 per year for the first undergraduate
    or post-baccalaureate (non-degree) program,
    16,000 aggregate.
  • up to 4,000 per year for graduate student -
    8,000 aggregate.
  • Amounts will be prorated for less than full-time
    enrollment.
  • Full time - 4,000
  • ¾ time - 3,000
  • ½ time - 2,000
  • Less than ½ time 1,000
  • The award, when combined with other assistance,
    cannot exceed the cost of attendance.

Student Eligibility
  • Student must
  • Be completing coursework necessary to begin a
    career in teaching, or
  • Planning to complete coursework necessary to
    begin a career in teaching, and
  • Meet all Title IV student eligibility
    requirements.
  • A FAFSA is required.
  • Student must meet all Title IV student
    eligibility requirements.

  • All applicants must
  • undertake initial counseling,
  • sign an Agreement to Serve,
  • enroll in a TEACH Grant eligible institution in a
    TEACH Grant eligible program, and
  • be completing, or planning to complete,
    coursework necessary to begin a career in
    teaching in a high need field.

Student Eligibility
  • Academic standard
  • Above the 75th percentile on one battery of an
    admissions test, such as SAT, ACT, GRE, etc. or
  • GPA of at least 3.25 for each payment period
  • From high school or college for first year
    students or
  • From college for other students.

Recipient Requirements
  • Each award year, a TEACH Grant recipient must
    sign an Agreement to Serve that explains that
    the recipient must
  • Teach for 4 years within 8 years of completing or
    ceasing enrollment in a TEACH Grant eligible
    program
  • As a full-time highly qualified teacher in a low
    income elementary or secondary school in a
    high-need field.

  • High-need fields include science, mathematics, a
    foreign language, bilingual education and English
    language acquisition, special education, as a
    reading specialist or other high-need fields.
  • TEACH Grant recipients must teach in a high-need
    field in the majority of classes taught.
  • Other high-need fields must be listed in the
    Department of Educations Nationwide Listing of
    Teacher Shortage Areas.

Recipient Requirements
  • An elementary or secondary school is considered
    to be serving low-income families if 30 of the
    students are low-income. Such schools are listed
    in the Departments Low-Income School Directory.

Recipient Requirements
  • A TEACH Grant recipient who fails or refuses to
    complete the required teaching service must repay
    the grant(s) as an Unsubsidized Direct Stafford
    Loan, with interest accruing from the date that
    each grant disbursement was made.
  • A TEACH Grant that is converted to a loan cannot
    reconvert to a TEACH Grant.

Recipient Requirements
  • Converted loans will have all the regular loan
    benefits and responsibilities of an unsubsidized
    Direct Loan.
  • The converted loan will not apply to the annual
    loan limits.
  • The converted loan will not impact a schools
    default rate if the borrower defaults.

Recipient Requirements
  • Suspension of the 8-year period for completion of
    the service obligation based on
  • Enrollment in a TEACH Grant eligible program.
  • A condition covered under the Family and Medical
    Leave Act.
  • Called or ordered to active duty status for more
    than 30 days as a member of the Armed Forces
    Reserves or the National Guard.

Recipient Requirements
  • The TEACH Grant recipient must submit evidence of
    employment as certified by the chief
    administrative officer of the school upon
    completion of each year of teaching service.
  • The 8-year service period begins following
    completion or otherwise ceasing enrollment.

Recipient Requirements
  • A TEACH Grant will be converted to a loan (with
    repayment period beginning after 6- month grace
    period) if
  • The recipient, regardless of enrollment status,
    requests the conversion.
  • Within 120 days of ceasing enrollment, the
    recipient fails to notify the Department that he
    or she is employed as a full-time teacher in
    accordance with the Agreement to Serve, or
    intends to pursue such employment.

  • A TEACH Grant will be converted to a loan if
  • Within one year of ceasing enrollment without
    completing the program
  • The recipient has not been determined eligible
    for a suspension.
  • The recipient has not re-enrolled in a TEACH
    Grant eligible program.
  • The recipient has not begun teaching service in
    accordance with the Agreement to Serve.

Recipient Requirements
  • TEACH Grants will be converted to a loan if
  • The grant recipient completes the course of study
    and
  • Does not actively confirm to the Department, at
    least annually, his or her intention to satisfy
    the Agreement to Serve.
  • Fails to begin or maintain qualified employment
    within a timeframe that would allow the recipient
    to complete their teaching service.

Recipient Requirements
  • TEACH Grant recipients Agreement to Serve is
    discharged if
  • The grant recipient dies.
  • The grant recipient becomes totally and
    permanently disabled and the grant recipient
    applies for and satisfies the eligibility
    requirements for a total and permanent disability
    discharge under the Direct Loan Program.
