800 MHz radio systems Nationwide to another
portion of the frequency spectrum. - Who decided to do this?
- The FCC implemented this plan after 2-1/2 years
of research and input from industry and public
safety - This is a compromise plan which was driven by
public safety

No public safety system will be required to
remain in or relocate to the Expansion Band
although they may do so if they choose. No
public safety or CII licensee may be
involuntarily relocated to occupy the Guard Band.
5 What the Re-banding Plan Does
- It will move UCAN users (and others nationwide)
to another portion of the 800 MHz frequency band. - Who pays for the costs? Sprint/Nextel Pays for
the Move costs, reprogramming infrastructure,
replacement user radios, legal expenses,
licensing and coordination. - Timing of the move Projected at 36 months.
- UCAN will be in Wave 1- the process started June
2005 - Transition Administrator (TA) is in place to
monitor the process for FCC, Sprint/Nextel and
Users. - TA is the mediator between Sprint/Nextel and the
Licensee (UCAN)

7Benefits of the Move
- Reduction or elimination of interference issues
currently taking place. - Places a Guard band between the frequency
blocksfuture protection against possible
interference. - Provides an additional 4-1/2 MHz of spectrum to
public safety users. - Moves the two public safety blocks of 700 MHz and
800 MHz frequencies next to each otherenhances
future. development of public safety systems and
products. Puts public safety services in one
contiguous band.
8Work to be Done
- Meetings, seminars to explain process to users.
- Develop a task list, work plan and schedule.
- Inventory all user equipment and site
infrastructure. - Install new software on sites (each of 400
repeaters located on 58 sites). - Install new software and reprogram radios (total
of 15,500) by setting up depots at strategic
locations in the coverage area convenient to the
users to minimize travel times to get radio work
done. - Sprint/Nextel will replace radios which are
unable to be changed.
9Work Continued
- Infrastructure will be reprogrammed with minimal
disruption in service. - New software allows operation on old channels
while new channels are being programmed. - Radio Template Talk Group layouts will remain as
is unless agencies wish to change or modify
during the process at their own cost Nextel
will pay for the programming but not the template
planning. - Because UCAN is the FCC Licensee for the
infrastructure we represent the users we serve - Agreement handout.
10What Rebanding wont Do
- Change the coverage.
- Eliminate any features or communications
capabilities. - Change Dispatch capabilities or connectivity.
- Cause the system to wear out any sooner.
- Cause major outages while the change takes place.
- Change Events, Ops or Regional Channels.
- It simply moves the frequencies we use today to
a lower portion of the frequency spectrum away
from commercial users.

questions about specific models of equipment - Upgrade is possible, but the AGENCY is
responsible for the cost difference between the

16What is the Rebanding Process
- First step is to reprogram radios and mobiles
with the new rebanding software and/or replace
radios that can not be programmed-this will allow
all radios to operate on the old and new channels
at the same time. - Second step is to retune the infrastructure,
repeaters, controllers, combiners, antennas ONE
site at a time until all 58 sites and 26 Stand
alone Rptrs are completed. - Third step is to test system for any operational
issues such as coverage changes, site
malfunctions etc. - Fourth is to identify and program radios that
were missed during the process. - Final step is the Audit and financial settlement
from Sprint/Nextel.
17Rebanding Timeline
- May/June 06 Complete inventory process,
identify all components, negotiate contracts with
vendors for work. - June/July/August 06 Negotiate contract with
Sprint/Nextel. - September 06 Gear up to do the work, Set the
schedule, identify the depot locations, order and
ship replacement radios. - October 06 Install and verify new software in
user radios for test operationsbegin changing
all user radios. - November-March 07 Reprogram 15,500 user radios,
control stations, portables, verify and inventory
completion.

missed in the reprogramming. - May 07-December 08 Begin the process of
retuning the infrastructure components (58
