Revisiting the French Development Assistance
Strategy
  • In line with the international agenda
    (HIPC,Dakar, Monterrey, G8, MDGs, Rome), and
    prior to FTI, France defined a set of principles
    to revisit its development assistance strategies
  • Projects and programs should be nested into the
    national poverty reduction strategies (PRSPs) and
    sector strategies,
  • Capacity building is central, in such areas as
    sector analysis, strategy and management
  • Coordination and harmonization with other
    agencies (bilaterals and multilaterals) are key
    to partnership and aid efficiency

Operating Principles
  • Focus on basic education EFA is central to
    promote human rights and support strategies
    reducing poverty and inequity
  • ? Goals expand access and improve retention,
    quality and efficiency of education systems and
    institutions
  • ? Means
  • (i) capacity building on sector analysis
    (education country status reports) and strategic
    management (simulation models, EMIS)
  • (ii) capacity building of central and local
    government planning, Human resources
    management, Budget implementation)
  • (iii) pool or parallel funding of sector
    development programs

FTI as a catalyst of change for French ODA
  • ? FTI has been a key marketing asset to
    prioritize Basic Education between competing
    sectors within country assistance strategies

    commitments
  • FTI as a pilot for the Monterrey compact
  • mid term programming of resources for FTI
    endorsed countries

  • A more balanced approach with a priority to Basic
    Education
  • In the prospect of increased ODA (0.7 of GDP in
    2007), FTI came right on time to focus on MDG 2

    modalities of French aid

France new instruments are geared towards sector
approach and FTI

  • Debt swaps (C2D) debt installments are
    refinanced through grants allocated to PRSP
    priority sectors
  • Development of program aid (pool funding, Sector
    budget support...)
  • These new instruments
  • offer financial amounts more in line with the
    needs in the sector
  • induce a more active participation in the sector
    policy dialogue
  • promote a better synergy between financial and
    institutional support and between macro and
    sector approaches.
  • ? Revisiting the profile and missions of
    technical assistance
  • - TA in planning, management and sector analysis,
    and more focus to primary education.
  • - less long term TA and more short/middle term
    field missions and regional support team
