Downtown Midland enjoys a 4.5 vacancy rate
Center City struggles with a 14 vacancy rate
Downtown Midland continues to see new
development and rejuvenation
Center City has seen limited new development or
improvements
Plain and simple, the establishment of the DDA
was a good thing.
Stimulated growth in area positively impacting
entire community
Enhanced opportunities for existing businesses to
grow and new businesses to be created
Proactively prevented economic deterioration and
recreated a sense of pride.
6What is the purpose of the Center City Initiative
- The Center City Initiative has a twofold
proactive purpose
In the short term, to implement a solution to
halt the economic deterioration of the Ashman
Circle and S. Saginaw corridor
In the long term, to implement a solution that
will improve the business climate in this very
crucial area of our community

In establishing an Authority focusing on this
area, the City Council would be sending a message
to the community, as well as business owners,
that this is an important part of our City, both
historically and commercially. On behalf of the
CBA, I urge you to approve the creation of a
Corridor Improvement Authority for the benefit of
the South Saginaw Road/ Ashman circle area.

Improvement Authority would help this area create
a proactive process to plan out its growth and
development for the years to come. For those
reasons, Midland Tomorrow supports the
establishment of a Corridor Improvement Authority
in the South Saginaw Road area of Midland.

We can create a Corridor Improvement Authority
What is a Corridor Improvement Authority?
Similar to a Downtown Development Authority, it
is governed by a board of directors who serve as
an advisory committee to the City Council. The
board is responsible for improvement and
financial planning for the Authority. All plans
must be approved by City Council through the
public hearing process.
12What are the qualifications to become a Corridor
Improvement Authority?
There are several requirements such as
- Residential / commercial use preceding 30 years
- 10 contiguous parcels / 5 acres
- Area served by municipal water and sewer
- ½ existing sq ft classified as commercial
- Adjacent to a collector or arterial road
