    Offender, CALD
  • Job Seekers classified according to their length
    of unemployment and degree of disadvantage.
  • Phases of support are
  • Job Search Support (JSS 0 to12 weeks
    unemployed),
  • Intensive Support Job Search Training (ISJST
    commences at week 12 or early access eligibility)
  • Intensive Support, Customised Assistance (ISCA
    commences at 52 weeks or if Highly Disadvantaged
    Flagged)
  • Prevocational skilling, motivation, overcoming
    barriers to employment, job search and limited
    post placement support.
  • Funds (JSKA) can purchase training, work
    clothing/footwear, transport, travel costs etc.

  • CAPPED STREAM
  • Jobseekers must
  • Have a permanent (or likely to be permanent)
    disability
  • Have a reduced capacity for communication,
    learning or mobility
  • Require ongoing and potentially unending post
    placement support

DEN Who is Eligible?
  • UNCAPPED
  • Jobseekers who
  • Have an assessed work capacity of 15 29 hrs/wk,
    work at award wages (no SWS eligibility) and need
    only up to 2 years support
  • Are on DSP, NSA, YA or Parenting Payment (only
    those on income support are eligible)
  • Are required to work as part of Mutual
    Obligation
  • Require ? 6 months maintenance
  • Require specialist assistance to find work.

Key Differences Capped Uncapped
  • Work capacity higher for uncapped stream (15 hrs
    ).
  • Capped stream able to use SWS, uncapped must work
    at award wages.
  • Capped providers have capped or limited
    capacity, uncapped providers have business
    share allocations.
  • Uncapped stream 24 month program end client
    must be perceived as able to reach independence
    in 2 years and not need any OTJS for more than 6
    months.

Disability Employment Network (DEN)
DEEWR funded. DEN Capped capacity is
assessed as being able to work 8 to 14 hours per
week DEN Uncapped assessed as being able to
work between 15-29 hours per week Short-term
pre-vocational job seeking, marketing employers
for suitable positions, comprehensive on-the-job
support and ongoing maintenance (limited in the
Uncapped program).

Vocational Rehabilitation Service (VRS)
DEEWR funded, 2 year program. Commenced on 1
July 2007. Provides vocational rehabilitation
from Allied Health Professionals and Employment
Consultants. The aim is to increase work
capacity. Job Seeker barriers are
predominantly physical disability and mental
illness.

Unfunded Program (UP) Break Thru Initiative

Unfunded Program
Break Thru recognise that clients may require
assistance that extends beyond the limitations of
funded programs. Break Thrus Unfunded Program
(UP) is available to clients in the following
categories -
  • Those who would otherwise benefit from assistance
    under one of the following programs but are not
    eligible to access Government funding Job
    Network, PSP, DEN, VRS, NSW CP, NSW TTW or QLD
    GSFW.
  • Those who are funded under one of the
    aforementioned programs but require either
    ongoing or one off assistance (emergency or
    otherwise) which is outside of the boundaries of
    funding.
