Overview
  • Historically, program attrition in the Navy
    Special Operations (SPECOPs) training pipeline
    has been high, especially for SEAL candidates.
  • With the increased focus on the Global War on
    Terrorism (GWOT), the demand signal from the
    fleet for SPECOPs personnel has increased
    dramatically.

Background
  • Navy plans to increase enlisted SEAL
    end-strength from 1770 to over 2200 by FY11.
  • To satisfy this requirement the training
    pipeline must increase its output of qualified
    SEALs to the fleet.
  • It takes 2.5 years of specialized training to
    produce a deployable SEAL.
  • Early in FY06 COMNAVSPECWARCOM approached CNRC
    regarding the high attrition in the SEAL training
    pipeline and requested CNRC increase the quantity
    and improve the quality of SEAL recruits.

Background
  • CNRC responded by implementing numerous program
    and policy changes with the goal of increasing
    the quantity and improving the quality of the
    SEAL recruits delivered to the training pipeline.
  • This presentation will focus on the efforts and
    results attained in the SEAL training pipeline,
    although similar results were obtained across all
    NSW/NSO ratings.

SEAL Production
  • To gauge the progress CNRC has made over the
    past two years, lets look at where we were early
    in FY06
  • In FY05 CNRC shipped only 79 of its SEAL goal.
  • Prior to January 2006 CNRC did not assign a SEAL
    New Contract Objective (NCO) goal to the Navy
    Recruiting Districts (NRDs).
  • In FY05 and FY06, SEAL recruits accessed into the
    Navy in over 30 ratings.
  • The swim portion of the Physical Standards Test
    (PST) was not administered in the Delay Entry
    Program (DEP).
  • Halfway through FY06 only 34 (120/344) of SEAL
    recruits passed the PST at RTC and remained in
    the program.

Early Initiatives
  • Aug 2005 Added Expertise to Staff
  • Commander Navy Special Warfare Command (CNSWC)
    assigns SEAL MCPO to CNRC to assist in SEAL
    recruiting efforts.
  • Jan 2006 Established New Goals
  • CNRC set New Contract Objectives (NCO) goals for
    all NRDs.
  • Feb 2006 Added to Incentives
  • SEAL enlistment bonus increased from 20K to
    40K.
  • Apr 2006 PST Testing Standards
  • Ensured Physical Screening Test (PST) standards
    for SEAL recruits are met by requiring them to
    pass PST in the DEP.

Early Initiatives
  • Apr-July 2006 Added Additional Manpower
  • CNRC hires NSW/NSO Mentor contractors to
  • Assist NRDs with PST administration and
    mentorship of NSW/NSO/AIRR ratings in DEP.
  • Augment CNRC NSW/NSO staff
  • Assist NSW/NSO/AIRR PST qualifications/reporting
    at RTC.
  • Spring 2006 Contracted with YMCA
  • Began administering PST, to include swim, to
    NSW/NSO/AIRR DEPpers.
  • Jun-Jul 2006 - EOD and ND communities assign
    representation to CNRC to assist in mission.

FY06 SEAL Production
  • With these new policies and procedures in place,
    lets examine the progress CNRC made by the end
    FY06
  • YMCA contract allows mentors to administer the
    swim portion of the (PST) in the DEP.
  • Recruits required to pass the PST within 60 days
    of entering the DEP and again 10 days prior to
    shipping to RTC.
  • By the end of FY06, 54 of SEAL recruits passed
    the PST at RTC and remained in the program.
  • In FY06 CNRC shipped only 59 (829/1400) of its
    goal, however the quality of the recruits sent to
    RTC was much higher.

FY07 Initiatives
  • Oct 2006 - SO, SB, ND and EOD communities become
    ratings.
  • Jan 2007 Military Tracking, Accounting and Pay
    System (MILITAPS) modified to track PST
    performance of recruits in DEP (ongoing effort).
  • CNRC functionality is 100.
  • RTC functionality is at 90.
  • Naval Special Warfare Training Center at 70.
  • Jan 07-Dec 07 - CFT 1, 2 and 3 established to
    streamline SEAL training pipeline.
  • NSWC hires The Thomas Group to oversee process.

FY07 SEAL Production
  • With these new policies and procedures in place,
    lets examine the progress CNRC made in FY07
  • By the end of FY07 over 81 of SEAL recruits
    passed the PST at RTC and remained in the
    program.
  • CNRC shipped 91 of its SEAL accession goal
    (1270/1397).
  • Field Mentors can enter and track PST scores of
    NSW/NSO/AIRR recruits in the DEP.
  • NSW/NSO recruits are surveyed at RTC on their
    preparation for the RTC PST and over 90 report
    being ready to take test.

FY08 Initiatives
  • Oct 07 Recruits in DEP must earn their SEAL
    contract by passing the PST prior to being
    assigned to the program.
  • Oct 07 - Closed assignment of SEAL/SWCC/EOD/ND
    seats to field classifiers.
  • CNRC HQ reviews and authorizes all
    SEAL/SWCC/EOD/ND new contracts.
  • CNRC HQ approves all waivers for NSW/NSO
    recruits.
  • CNRC monitors and sets all NSO/NSW shipping
    quotas.

FY08 YTD SEAL Production
  • With these new policies and procedure in place,
    lets examine the progress CNRC midway through
    FY08
  • FY08 YTD shipping is 108 of goal (512/480).
  • FY 08 Accessed DEP is over 99 (1082/1089).
  • Level loading of shippers for FY08 on track.
  • FY08 YTD pass and remain in program at RTC for
    SEALs is 88.
  • FY08 YTD pass and remain in program at RTC for
    NSW/NSO/AIRR is 81.
  • FY09 NSW/NSO/AIRR shipping cycles more
    efficiently aligned to better facilitate
    NSW/NSO/AIRR Divisions at RTC and NSWC.

Other Initiatives
  • Computerized Special Operations Resilience Test
    (CSORT)
  • Identify personality traits which may predict
    success in SEAL training pipeline.
  • CSORT combined with PST scores produce a
    success index.
  • Two were NRDs selected for CSORT Pilot OCT
    07-APR 08.
  • CNRC subsequently directed all NRDs to implement
    CSORT testing for SEAL DEP personnel in Feb 08.
  • NRDs Zone Supervisors trained on CSORT testing
    procedures.
  • SEAL DEP personnel currently being tested.
  • CNRC funded 215K to SPAWAR for MILITAPS/CSORT
    interface.
  • SEAL shippers after 01 JUL 08 will all have CSORT
    test.

Other Initiatives
  • Continue to build relationship with the National
    High School Coaches Association (NHSCA)
  • Participation in large national high school
    wrestling championships the past three years.
  • Leverage advertising, referrals, networking, and
    communicating Navy and NSW/NSO to thousands of
    coaches (centers of influence) through NHSCA
    network.

Marketing Initiatives
  • SEAL Fitness Challenge
  • Two-day event designed to expose individuals
    interested in physical fitness to the U.S. Navy
    and the NSW/NSO community/ratings.
  • Individual compete to meet or exceed the physical
    fitness requirements required of NSW/NSO
    candidates.
  • Events have been conducted in Boston, San Antonio
    and Los Angeles with future events in Dearborn,
    MI and Chicago, IL.
