How the DNA will function in terms of roles and
responsibilities
EEAA
CCU

• 1- DNA is the official state CDM representative
  vis-à-vis the Organizations and National
  Operators involved or having a relationship with
  CDM.
• 2- DNA is the official state CDM representative
  vis-à-vis the international organizations in
  charge of CDM in particular the CDM Executive
  Board.
• 3- Approve confirms that the project is
  voluntary,confirming to the National criteria,
  and contributes to Egypts Sustainable
  Development.
• 4- Setting regulations for project evaluation and
  approval.
• 5- Promotion of activities centered on Capacity
  Building and Marketing.

The Organizational structure of the DNA
EEAA
CCU

• EEAA through its Climate Change Unit (CCU) is the
  official technical Focal Point for climate change
  activities in Egypt.
• EEAA/CCU is also identified as the Focal Point
  agency for the CDM in Egypt.
• The Designated National Authority for CDM (DNA)
  in Egypt is composed of
• 1-The Egyptian Council for CDM (EC-CDM).
• 2-The Egyptian Bureau for CDM (EB-CDM).
• Which is the permanent secretariat of the
  Egyptian
• Council operating at the Climate Change
  Unit
• EEAA-Ministry of state for Environmental
  Affairs

The National CDM Steering Committee and
Ministries selected to join it

• The DNA in Egypt is proposed to consist of about
  15 high level representatives from the
  ministries of Agriculture - Commerce -
  Electricity -Finance- Foreign Affairs - Industry-
  Interior -Scientific Research- State of
  Environment - Transportation - Water resources
  . in Addition to NGOs representatives.
• The CDM Steering Committee is proposed to consist
  of 5 members - 1 member from the Ministry
  of Agriculture - 1 member from the Ministry
  of Industry - 2 members from the Ministry of
  State of Environmental Affairs

How will the DNA promote Egyptian CDM projects
among the international investment community ?

• Approval of Sustainable Development Criteria
  and Modalities to put them into operation.
• Approval of Guidelines concerning the
  Evaluation,Verification,and Monitoring of CDM
  projects.
• Review and Assessment of the submitted
  projects.
• Evaluation of the project.
• Issuing the necessary statements that the
  government participates voluntary in the project
  and confirms that the project activity assists
  Egypt in achieving Sustainable Development

done?

• Testing the Project coincidence with the DNA
  structure of the Project Design Document (PDD)
  especially the following
• - General description of the project
• - Description of the Baseline methodology
• - Timeline and crediting period
• - Monitoring methodology and plan
• - Calculation of the GHG emissions by sources
• - Statement of environmental impacts
• - Stakeholder comments
• Approval of the General Guidelines mainly of
  Baselines and Additionality.
