investigators determined that voice
communications had played a Contributory

8Airlines Position on LINK2000
- After extensive discussions with IATA/AEA
Airlines delivered a position on the proposed
Rule - IATA/AEA Airlines support a mandate for CPDLC
over ATN/VDLM2 for new aircraft per 31 March 2009 - IATA/AEA Airlines agree only on a mandate for
retrofit aircraft per 31 March 2014 provided some
relevant issues are properly addressed and taken
into account in the text of the Rule
9Airline Issues
- Implement an incentivised retrofit scheme
- Aircraft manufacturers and VDL Mode 2 equipment
vendors need to lower the cost of the embodiment - Need to reconsider the ICAO data recording
requirement for retrofit aircraft - Need for a harmonized MEL policy
- Need for appropriate exemptions for aircraft that
cannot be economically equipped

- FANS 1/A aircraft accommodation without ops
restrictions and no extra cost to the airspace
user - Eurocontrol to demonstrate and monitor efficiency
improvements - Ensure that the full capability coverage of the
ATS System is operationally available
(integration into ATS platforms, controller
training etc)

- Equipment manufacturers - Provide equipment in
time at reasonable costs - Airframe manufacturers - Encourage forward fit
- Communication providers -Provide an equitable
service - Air Navigation Service providers -Commit,
implement and share the benefits
