undertake postal reform
- Determine the elements of an integral postal
reform process
- Detail conceptual foundations for components to
be considered in the reform process
- Adapt the practical and didactic approach to any
user
- Create an instrument with a universally
applicable language

- Congresses have taken decisions about postal
reform, given its importance - In its objective 4, the BWPS establishes the
crucial importance of reform for postal
development in general - Linked to Bucharest Congress decisionC 21/2004
"Development cooperation policy of the UPU for
2005-2008"

- It is fundamental to carry out reform in a
structured, logically ordered way
- It is necessary to consider the key role of each
of the actors involved
- The option of working in stages should be
provided for thus allowing simultaneous progress
in different fields
- To have a Guide that explains reform from the UPU
perspective
