- A new program has to be purchased or downloaded
for just about every new course. - Courses have to be rebuilt for every new class or

consistently in multiple environments. - Learning content built for delivery on compact
disk could not be deployed on the internet and
vice versa. - Courses built on one learning management system
would not work on other LMSs nor on upgrades
