  • Each hazardous liquid pipeline and CO2 pipeline
    that could affect
  • Commercially navigable waterways (navigation
    likely)
  • High population areas generally areas with
    1,000 people or more per square mile
  • Other populated areas that contain a concentrated
    population
  • Unusually sensitive areas

    50 days in any 12 month period (beaches,
    playgrounds, etc.)
  • A building with 20 or more persons on at least 5
    days a week for 10 weeks in any 12 month period
    (religious facilities, offices, etc.)
  • A facility occupied by persons who are confined,
    are of impaired mobility, or would be difficult
    to evacuate (hospitals, prisons, schools,
    day-care facilities, etc.)
