- Since 1999, the department has received a 74
percent increase in funding for elder services. - During the 2005-06 fiscal year, approximately
635,252 elders age 60 and older received services
funded by the federal Older Americans Act,
state-funded programs such as Community Care for
the Elderly and the Alzheimers Disease
Initiative and Medicaid waiver home and
community-based services and other information
and referral and outreach efforts.
4Comprehensive Eligibility Services

- This service is a federally mandated,
pre-admission screening to ensure elder and
disabled applicants for Medicaid reimbursed
nursing home care are medically appropriate. The
purpose of the Comprehensive Assessment and
Review for Long-Term Care Services (CARES) is to
objectively identify the degree of frailty
establish appropriate level of care (medical
eligibility) for nursing home admission and
recommend the least restrictive, most appropriate
placement and services.
5Home Community-Based Services

- Home Community-Based Services allow elders to
age in place with dignity and security, prevents
premature nursing home placement and is
cost-effective. The major focus is on providing
in-home services for elders who are at risk of
nursing home placement because of their degree of
frailty. Private contractors provide various
services such as congregate meals, in-home care,
emergency energy assistance, Medicaid waiver
services, Alzheimers Disease services, and
caregiver and respite services.

- Executive Direction and Support Services provide
accountability, maximize resources, oversee the
proper allocation and use of taxpayer dollars,
emphasize cost containment, and foster
competition and partnerships. Emphasis is placed
on diverting elders from more costly nursing home
placements to Home and Community-Based services
through continuous review of performance,
quality, compliance, accountability and cost
containment strategies.
7Consumer Advocate Services

- 06-07 5,210,742 20.5 FTEs
- Consumer Advocate Services focuses on providing
protection and oversight for the most vulnerable
elders those who are in nursing homes, or those
who are incapacitated and require guardianship
services but have no private guardian. The
Florida Long-Term Care Ombudsman Program and the
Statewide Public Guardianship Office ensure the
security of vulnerable elders by providing
quality assurance functions for elder Floridians
to voice concerns and to have those concerns
properly addressed.
8Priority Issue 1Supporting Nutrition Wellness
- DOEA is requesting 293,267 in recurring
funding to support the Adult Care Food Program. - Program staff train and assist adult care
centers to become meal providers and eligible for
federal reimbursement, maximizing the use of
minimal state resources. Since the programs
inception in FY 1997-1998, program participation
has increased from 1,426 elder recipients to
approximately 9,005 elder recipients in FY
2005-2006. The programs current budget afforded
participating centers more than 4.5 million in
federal funds for meal reimbursements.
9Priority Issue 2Enhancing Volunteer
Opportunities
- DOEA is requesting 217,350 in recurring GR be
shifted to develop a comprehensive volunteer
program that includes an intergenerational
component and draws on the strengths and skills
of the states older population (Per s.
430.07(7), F.S.). - The principal portion of this request will
support the Communities for a Lifetime
initiative, an initiative of Governor Jeb Bush,
which enables local governments to create a more
livable community for elders and caregivers
through efforts that benefit all Floridians. The
requested shift in funds will provide direct
assistance to communities to enhance volunteer
opportunities for seniors statewide.
