- THIRTEENTH MEETING
- Brussels, 26/27 February, 2002
3Agenda Item 1 - Chairmans Welcome and
Introduction
4 Agenda Item 2 - Approval of Agenda
5Agenda Item 3 - Review of Actions from SRC12
6Agenda Item 4 - Policy Issues
4.1 - Institutional Evolution of ATM Safety
Regulation
7Events and Actions
- Need for ATM safety regulatory body within
ECAC - Formation of EASA
- Airport and ATM components
- SRC to continue its role until. (EC)
- Timescales unclear - medium-long term ?
8Current Situation
- SRCs role established and embedded in the
Revised Convention - Nevertheless, possible future options being
discussed - ATM safety regulation - - Stays in EUROCONTROL, co-ordination with EASA
- Moves to EASA in due course
- Undertaken by EUROCONTROL and EASA
- In a new body, as yet undefined
- Need for a common and agreed basis for further
discussions...
9Basis for the Future
- Any of the options could offer independent
safety regulation providing procedures and
arrangements correctly defined - Any solution must guarantee all elements of
safety regulation are covered - Close co-operation with other aviation sectors
- Widest geographical coverage
- Maximise effectivess of ATM safety regulation
10Basis for the Future
- Final choice depends strongly on political
issues - Strategic direction set by ECAC Ministers, and
remains unchanged - SRC must remain fully and effectively involved
in future discussions, to ensure decisions do
not compromise safety - Highest maturity of safety regulation required
inc. links to other aviation aspects - SRC will continue with its task
11Recommendations
a) SRC is requested to note the initiatives
taken by AGC to clarify the position on future
institutional evolution of ATM safety
regulation in Europe. b) SRC to agree the
conclusions presented in this paper as forming
a common basis for further discussions on
this item.

16.1 Unauthorised Penetration of Airspace
113SRC Report to PC in 2001
114Conclusions recommendations to PC
- The unauthorised penetration of airspace
indicator is presented because, although a
decrease has occurred since 1999, the figures for
both 1999 and 2000 represent the second highest
indicator (as number of occurrences in absolute
terms), following the indicator for separation
minima infringements. - Linked with the observation regarding the number
of reports involving OAT traffic, it might well
be an indication for a potential key risk area in
civil/military co-ordination. - Rec. d)urge all stakeholders to monitor closely
any potential relationship between increases in
unauthorised penetration of airspace and
occurrences involving OAT traffic, and to take
specific action as necessary
115Issues
- Lack of causes
- Lack of precise sub-classification
- Confidentiality aspects
116RECOMMENDATION
- Agree to go contact individually the States
reporting unauthorised penetration of airspace
to ask for further detailed data - Improve the reporting of causes in AST (AST Ed
3.0) - the proposal to be discussed at AST FP
meeting - Agree to set-up a formal procedure for similar
cases (e.g. ATS Procedures) - SRC DOC - To continue to adhere to the Confidentiality
Policy

industry-led international coalition of - airlines and manufacturers,
- employee groups, governments and other aviation
organisations - formed to promote and facilitate the
voluntary collection and sharing of safety
information by and among users in the
international aviation community to improve
aviation safety. - 37 Countries and 400 aviation profesionals
120- GAIN IS
- Evolutionary
- Inclusive and encourages mentoring within the
community - Built on collective need
- Enhancing and expanding existing systems
- An international co-operative effort involving
manufacturers, operators, unions, governments and
others in flight and ground operations,
maintenance, and air traffic control - GAIN Is NOT
- A single centralised database
- A regulatory or enforcement program
- Mandatory
- The sharing of raw data
- A replacement for existing systems
- The single solution for improving aviation safety
121GAIN Action Plan
- A. Assist aviation operators in obtaining,
implementing sharing Industry standards best
practices (GAIN WG A) - B. Foster the use of existing analytical methods
and tools and the development of new tools (GAIN
WG B) - C. Promote and facilitate the development and
implementation of systems to support the global
sharing of aviation safety network (GAIN WG C) - D. Foster GAIN goals and reduce impediments to
sharing (GAIN GST - Government Support Team) - E. Support the GAIN program and infrastructure
and try to expand it (GAIN Steering Committee)
122RECOMMENDATIONS
