I-GOOS VI Actions
  • Merge the activities of the GOOS and JCOMM CB
    Panels, where appropriate, with immediate effect.
  • The Chair of the GOOS CB Panel or his
    representative should report on progress and
    plans to I-GOOS and be part of the Regional GOOS
    Forum.
  • Recommend that the IOC Assembly request the
    Executive Secretary of the IOC to make available
    to the GOOS CB programme an appropriate
    proportion of the time of the new IOC P5 grade
    post in Capacity Building when the new recruit
    arrives in post later this year.

Other Regional GOOS Items
  • The GOOS Regional Alliance Network Development
    (GRAND) will provide an admirable regional
    structure for the development of capacity
    building.
  • The establishment of the Group on Earth
    Observations (GEO) will enhance the global
    capacity of nations to implement the
    recommendations of the WSSD on ocean observations.

GOOS Review on the Merger
  • A shared approach to CB is recommended
  • A Joint GSC/I-GOOS/JCOMM CB Panel
  • With members of the current GSC CB Panel and
    JCOMM CB Coordination Group.
  • To emphasize the difference from the former
    structure, and noting I-GOOSs overarching role,
    this new group is shown as reporting to I-GOOS
  • However, it is expected that, being a tripartite
    entity, it will in practice link also to the GSC
    and JCOMM

GOOS Review on the Merger
  • The proposals from the GOOS Review will be
    submitted to the IOC Executive in June 2004.
  • Proposals for the merger will be developed in
    parallel
  • The merger proposals must be approved before June
    by I-GOOS, GSC and by JCOMM
  • The Regional GOOS Forum can start this process

Mission of the Joint CB Panel
  • To develop the capacity building needed to ensure
    the growth, development, sustenance and evolution
    of GOOS,
  • thereby improving and expanding operational
    marine data available to marine management and
    services world wide,
  • and directly contributing to the objectives of
    JCOMM

Terms of Reference
  • .Operate within and draw upon the principles and
    strategies adopted by GOOS and JCOMM.

Terms of Reference (Reporting)
  • Intergovernmental-GOOS (I-GOOS) on generic
    capacity building issues related to the needs,
    priorities and capabilities of coastal and island
    nations, and how they might be met through
    developments at regional and global levels.

Terms of Reference (Reporting)
  • The GOOS Steering Committee (GSC) on technical
    and scientific matters relating to capacity
    building arising in the design of GOOS,
    particularly those from its Science Advisory
    Panels, the Coastal Ocean Observations Panel
    (COOP) and the Ocean Observation Panel for
    Climate (OOPC).

  • JCOMM on the capacities needed for the full
    implementation of GOOS in the operational ocean
    and marine meteorological services sector world
    wide, through the gradual growth and development
    of JCOMMOPS.

    activities to meet the identified capacity
    building needs, and formulate a suitable work
    programme.

    international bodies with responsibilities in the
    field of capacity building.

    implementation of a comprehensive capacity
    building enterprise for I-GOOS, GSC and JCOMM.

An Effective Merger
  • The success of the new Joint GOOS/JCOMM CB Panel
    will depend upon the careful integration of the
    existing activities of the JCOMM CBCG and the
    GOOS CB Panel with its new, extended
    responsibilities to I-GOOS.
  • In particular, the Joint Panel will need to
    establish a new Task Team on Resources to build
    on the work done by the JCOMM CB TTR, and to
    address the total requirements for capacity
    building resources from I-GOOS, GSC and JCOMM.

Membership of the Joint Panel
  • Appointment by the respective WMO-IOC bodies,
    namely JCOMM, I-GOOS and the GSC.
  • Maintain an appropriate balance of disciplines.
  • As in JCOMM, two co-chairpersons will lead the
    Joint Panel, be present at all meetings and chair
    meetings alternatively.
  • Reflect the regional interests of both JCOMM and
    GOOS.
  • Benefit from experts of related WMO and IOC
    bodies.
  • No more than twelve members.
  • Initially draw on the existing JCOMM CBCG and
    GOOS CB Panel.

  • The Joint GOOS/JCOMM CB panel will take a
    distinct regional approach, following I-GOOS and
    JCOMM, thereby enabling developing countries to
    participate in, benefit from and contribute to
    GOOS.

Immediate Actions
  • Establish the structure needed for an effective
    merger of the existing CB bodies into a fully
    functioning Joint GOOS/JCOMM CB Panel.
  • .With I-GOOS, review and assess the regional
    requirements for capacity building, and prepare a
    joint consolidated and co-ordinated set of CB
    requirement priorities.
  • .Continue collaboration with associated
    international capacity building programmes in
    related fields, such as WMO and IOC.

Immediate Actions
  • Finalise regional pilot projects currently
    underway (eg WIOMAP) and consider how such
    projects might be developed in other regions.
  • Encourage the provision of appropriate training,
    transfer of technology and provision of equipment
    (eg new modules for Ocean Teacher).
  • Review the Capacity Building requirements of the
    COOP Design Plan.
  • Strengthen co-operation with IODEs Ocean Data
    Information Network.
  • Assess how the activities of the International
    Ocean Institutes might be useful to the Joint
    Panel.

Immediate Actions
  • .Use the proposed GOOS/JCOMM Capacity Building
    Jamboree 2005 to move ahead on all matters
    pertaining to the activities of the newly
    constituted Joint GOOS/JCOMM CB Panel.
