• A policy of "giving in" to aggressor nations.
  Reaches its peak at the MUNICH CONFERENCE (Sept.
  1938) when British and French allow Hitler to
  annex part of Czechoslovakia.

  The British and French wanted to avoid war.

USA wants to remain neutral because

• 1.) Huge USA debt.
• 2.) Couldn't collect foreign debts (billions of
  dollars)

• 3.) People were uncomfortable that USA munitions
  companies made huge profits during WWI (
  "Merchants of death" ).
• 4.) Isolationists didn't want to be drawn into
  war again

Neutrality Acts

• Congress passed neutrality acts in 1935, 1936,
  1937. these laws banned the sale of weapons to
  warring nations.
• FDR disagreed with neutrality acts he believed
  that Germany, Italy and Japan were bad
  neighbors but felt he did not have the support
  to do anything about it.
